GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs professional management level work for the fleet management program, the preventive maintenance program, equipment-related accident investigation program and field services program. Work requires strong people skills, collaborative managerial expertise, and the ability to communicate with staff at all levels of the organization. Exercises professional judgment in developing and implementing policy, procedures and funding recommendations. Work involves overseeing fleet management, planning, developing, and implementing an agency fleet management program and providing consultative services and technical assistance to program staff and governmental entities. Will train others in fleet operations and forklift operations. Work will require travel and may require contact with executive management, other governmental agencies, and private entities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Oversees the development of equipment program goals and objectives; procedures, policies, rules, and regulations; schedules and priorities; measurement tools for achieving program goals; evaluation of programs.
Drives and travels to oversee the investigation of accidents and incidents and to represent the Department at meetings.
Oversees the development of short- and long-term alternate fuels implementation plans through coordination with other sections and state agencies.
Directs the development and preparation of training and operational materials and other information for equipment-related programs.
Prepares reports on program effectiveness; conducts program analyses to develop and recommend solutions to problems; implements approved solutions.
Initiates the development of computer programs to aid with equipment budgeting, inventory, and daily operations.
Serves as the central clearing point for equipment recalls, safety campaign notices and equipment preventive maintenance advisories.
Collaborates on the development and review of new equipment specifications to ensure safety factors are carefully considered.
Monitors compliance with program policies and procedures, statutes, and rules, manages repair contracts.
Performs vehicle diagnostics to address mechanical issues, coordinate repairs with contract vendors and other state agency repair facilities, validate repairs to fleet vehicles are correct and appropriate.
Prepares the division input for safety and hazardous materials surveys.
Prepares administrative reports, studies, and performs specialized research projects.
Travels up to 10% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other job-related duties as assigned.

MINIMUM REQUIREMENTS
Education & Experience
Bachelor's degree plus two (2) years’ experience in fleet management. Additional experience in fleet management may be substituted for education on a year per year basis. Must have at least two (2) years of relevant full-time hands-on work experience in the motor vehicle service industry. (Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.)
Must obtain and/or maintain a Certified Texas Contract Manager Certification (CTCM) through the Texas Comptroller of Public Accounts within twelve (12) months of employment. CTCM details available at: https://comptroller.texas.gov/purchasing/training/contract-manager/
PREFERRED REQUIREMENTS
Automotive Service Excellence (ASE) certification preferred
Vehicle mechanical repair experience.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
