GENERAL DESCRIPTION: Perform highly complex (senior-level) criminal intelligence research and analysis work. Maintain continual situational awareness, paying particular attention to issues that affect the State of Texas and the responsibilities of the Texas Department of Public Safety. Work involves conducting, coordinating, and/or overseeing complex data analysis, report writing, and identification of patterns of criminal activity. May plan, assign, and/or supervise the work of others. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Conduct/coordinate and/or oversee complex research and strategic crime analysis used to identify, evaluate patterns, trends, using probability studies and complex statistical analyses, develops and test hypotheses, develops victim and suspect profiles, and forecasts criminal activity; analytical support to major case investigations to ensure accountability, quality control, and timely completion of projects and cases.
2. Evaluate and analyze intel reports covering a broad range of issues, focusing on insurgent capabilities and actions, political and cultural climates, and social networks. Process intel information using a variety of analytical tools; integrate data to produce intel studies, special reports, correspondence, briefings, informational papers, threat assessments, threat warnings, link analyses and forecasts.
3. Research, analyze, evaluate and correlate criminal intel information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; distinguish patterns and trends. Organize/maintain sensitive, non-sensitive, and open source case data/files into a logical, concise, and understandable order for retrieval.
4. Collect and compile criminal intel information and statistics to generate intel data for support in investigations through personal contact; reading; and documentation of various intel, analytical, and administrative information.
5. Create, prepare, review, and present detailed reports, intelligence documents, presentations, and briefings on criminal intel analysis to disseminate to agency personnel, prosecutors, and other law enforcement agencies. Assess intel reqs and needs to recommend, plan, and prioritize data collection plans, potential targets, or case strategies.
6. Serve as a liaison with internal and external groups and individuals to provide analytical assistance, collect/disseminate intel data and share resource sources. Enter data/report/records of criminal intel information into databases for use and reference by analysts and investigators in support of investigations.
7. Participate in multi-agency task force investigations, work groups, or committees to provide assistance by contributing intelligence analysis and concepts. Attend regional meetings of crime analysis professionals to share information on crime patterns, new methodologies, and developing tools. May represent the agency in presenting criminal intelligence information to agencies, organizations, local municipalities, and other state and federal government entities.
8. Assist in the design, testing, and/or maintenance of operational databases, analytical software, hardware, and peripheral equipment.
9. May plan, assign, and/or supervise the work of others.
10. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
11. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard senior high-school or equivalent is required. Graduation from an accredited four-year college or university in Criminal Justice, Homeland Security, International Affairs, Security & Intelligence Studies, Political Science, Regional Studies, Geospatial/Geography, Topical studies (such as counter-proliferation, counterterrorism, international crime, etc.), Journalism, Finance/International Economics, Anthropology, History, Statistics, or a related field is preferred.
Experience - Minimum of four (4) years’ experience performing criminal intel analysis work in intelligence/military/government environment; professional level work involving extensive research, analysis, or data compilation and correlation on a full-time basis is required. Knowledge of intelligence gathering methodologies; intelligence and crime analysis processes; law enforcement operations; and analytical functions as it is related to criminal law enforcement is required. Preparing analytical reports is required.
Substitution Note: Preferred education of the type described may be substituted for the experience requirement on a year-for-year basis. Applicants must have a minimum of four years of education or four years of experience, or a combination of the two.
Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Able to perform tasks with care and thoroughness, compare observations or finished work to what is expected to find inconsistencies, employ metrics in order to trend and benchmark, and employ quality assurance standards and practices.
Licensure and/or Certification – Must possess a valid driver license from state of residence. Must secure and maintain a secret level security clearance within one year of employment.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external partners. Able to professionally provide and accept constructive criticism and feedback.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.
Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must be able to write clear, concise and effective reports, accurately communicating complex information and analytic judgments that are relevant and useful to the consumer.
Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.
Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.
Travel and/or Schedule – Availability for after-hour and weekend work is required.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
