GENERAL DESCRIPTION: Performs routine (journey-level) technical and general administrative work, as well as routine investigative work to determine compliance requirements and to perform regulated functions. Conducts research and analysis of criminal history and complaints in accordance with applicable rules and regulations to determine eligibility and compliance of licensees and registrants. Work is performed under moderate supervision with limited latitude for the exercise of independent judgment and initiative concerning priorities, methods, and legal procedures to accomplish assigned duties within guidelines of the applicable laws, rules, regulations, policies and procedures.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Conducts investigations of criminal history data for alleged violations of laws, rules, and regulations and determine eligibility and/or compliance for new, renewal, and current licenses and/or registrations issued by the Regulatory Service Division.

2. Composes, revises or customizes form letters, regarding inquiries concerning regulated programs and the processing of complaints, hearings, license revocations, suspensions, instructor certifications, investigative findings and related matters.

3. Obtains, verifies, and records evidence and documents for use in investigations.

4. Evaluates and summarizes incoming data, computer generated reports, and investigative findings and ensure necessary follow-up actions are initiated.

5. Prepares records, correspondence, and reports, utilizing varying information resources to secure disposition information, to determine the compliance of the license holder or registrant and assist in making recommendations for action.

6. Prepares and presents information to appropriate law enforcement and regulatory agencies.

7. Prepares specialized cases/reports and may assist with the design and maintenance of automated intelligence and statistical data for investigations, hearings, and trials for presentation and evidence at administrative hearings or for court proceedings.

8. Collects and compiles a variety of evidence and statistical production data and conducting field investigations for audits, inspections, or studies.

9. Updates information associated with compliance and enforcement actions for license holders and registrants in related databases.

10. Maintains contact with various court systems and/or law enforcement agencies to request court documents, police reports or other information to determine eligibility or compliance of applicants, licensees or registrants.

11. May participate with attorneys in the preparation of various legal and administrative documents; and may also obtain certified court documents from throughout the state for use in suspension and/or revocation hearings.

12. May provide training regarding regulatory programs.

13. Attends work regularly and observes approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - Completion of two (2) years or sixty (60) semester hours from an accredited college or university is preferred.

Experience – Minimum of two (2) years of progressively responsible work experience involving researching complex computer files and communicating/interacting with co-workers and the general public. Investigative and administrative enforcement experience is preferred.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification - Must possess a valid driver license from state of residence and automobile insurance.

Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to program statutes, rules, regulations, guidelines, policies and procedures. Study revisions to applicable laws, rules, regulations policies and procedures to maintain up-to-date knowledge of applicable information and participates in integrating changes into the area’s processes and procedures.

Interpersonal skills - Must exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers. Must also be able to work effectively in an open office environment with frequent interruptions and distractions, a moderate noise level and a high but fluctuating level of time/volume/accuracy pressures.

Presentation/communication skills - Must communicate effectively both verbally and in writing.

Investigative skills - Knowledge of investigative methods, rules, procedures and techniques including the fundamentals of investigations, and rules of evidence.

Analytical skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to comprehend and effectively apply complex written statutes, rules, regulations, policies and procedures in order to make relevant decisions and effectively convey this information to others, including the general public.

Organizational skills - Must be organized, flexible, and able to prioritize in a multi-demand environment.

Confidentiality - Must be able to responsibly handle sensitive and confidential information and situations.

Language skills – Must be able to communicate effectively both verbally and in writing through the use of proper English grammar, spelling, punctuation, composition and arithmetic.

Computer systems/programming languages / hardware / software - Working knowledge of the operating a computer including Microsoft Office Suite and various database systems. Must be able to demonstrate skill in conducting extensive research and operation of a personal computer and other computer databases or terminals.

Schedule and/or Remote/Telecommute Work – Telecommute up to 5 days a week.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
