GENERAL DESCRIPTION: Perform complex (journey-level) grant development and administration work in grant research, application development, and monitor for federal, state, and private grants to provide equipment and service supporting Texas Highway Patrol operations. Work with Texas Highway Patrol Subject Matter Experts on equipment or service needs. Monitor all contracts utilizing grant funding for Texas Highway Patrol. Work under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Research and identify sources of external funds through federal, state, or private grant opportunities for Texas Highway Patrol equipment or service needs.

2. Coordinate with Texas Highway Patrol subject matter experts to create and develop proposals/applications to secure funds for new grant opportunities and grant renewal opportunities.

3. Prepare work plans and timelines to ensure submission of federal, state, or private grant applications and program reports in a timely manner.

4. Interpret policies, rules, or regulations; provides guidance to subject matter expert and Texas Highway Patrol division regarding grant administration, compliance, policies, and procedures. Report and resolve related issues and concerns.

5. Ensure grantees' compliance with conditions of grants by monitoring and analyzing agreements, contracts, expenses, activities, and federal/state/private regulations.

6. Coordinate with Texas Highway Patrol subject matter expert to create project costs. Coordinate with Texas Highway Patrol budget team for award notification and detailed budget information to Finance division.

7. Coordinate with Texas Highway Patrol purchase liaison for requisition entry of equipment or service using grant funding. Create receipts for equipment or services once received in CAPPS Financial system.

8. Serve as contract monitor for all purchase order issued using grant funding for Texas Highway Patrol.

9. Serve as liaison between Texas Highway Patrol, DPS Finance Grants section, and grant funding source by attending meetings, responding to information requests, and resolving issues between parties involved.

10. Maintain files and records and prepare reports related to grants issued and or received.

11. Develop and amend grant contracts for Texas Highway Patrol.

12. Prepare grant closeout materials.

13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

14. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – High School Diploma/equivalent.

Experience – Minimum one (1) years’ experience in writing, coordinating, and managing grants. Minimum one (1) years’ experience in the purchasing and procurement of goods and services.

Substitution Note: 1 year of verifiable education = 1 year experience.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships, and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.

Schedule and/or Remote/Telecommuting Work and/or Travel – Availability for overnight hours is required. Telecommuting up to two (2) days per week. Travel statewide as needed, not to exceed ten (10) days per year.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
