GENERAL DESCRIPTION: Perform complex (journey-level) computer systems analysis work to provide full support to a wide area network (WAN) of integrated local area networks (LAN) that is also integrated with the Department’s host computer (the network) to ongoing operating integrity of the Motor Carrier Bureau Database Systems and Applications and effective computer communication between and among the Department’s geographically dispersed facilities, field offices, and non-DPS law enforcement agencies throughout the State. Work involves analyzing details of complex interactive administrative systems identifying and defining user requirements. Establish and maintain a data infrastructure to facilitate developing and defining computer systems to satisfy the requirements of writing, documenting, testing and refining applications and software programs to accomplish systems implementation objectives. Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment, based on extensive knowledge of personal computer and network hardware and of host communications and software capabilities, and applied within the limits of applicable rules, regulations, standards, policies and procedures.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Provide total support services (installation, testing, maintenance, repair, updating, training, etc.) to users of personal computers integrated with client/servers in local and wide area networks.
2. Plan short, medium, and long-range projects and activities, organize allocated resources, and schedule activities to accomplish major and minor installation / implementation projects according to Commercial Vehicle Enforcement Service, Motor Carrier Bureau and Department needs.
3. Participate on various committees with managers of various organizational components of the Department to maintain awareness of the developing stages of plans in order to make recommendations for any additions to or changes in the automated environment in order to ensure consistency within the agency.
4. Analyze computer-generated statistics regarding network utilization and availability, user support activities and other data to identify and respond effectively to anomaly conditions, concentrations of activities, problems, trends, etc.
5. Maintain awareness of hardware and software product development in the technological industry for operational effectiveness of new or upgraded products in actual (as opposed to simulated) work stations to identify and document their strengths, weaknesses and potential benefits.
6. Recommend the acquisition and utilization of those products that may significantly enhance the overall effectiveness of the Database Systems and Applications for Texas Highway Patrol Service and the Motor Carrier Bureau.
7. Coordinate with vendor representatives, varied Department personnel and other state agencies in the implementation of an active disaster recovery plan for the Department’s network systems.
8. Assist with established policies, procedures and guideline activities to maintain the network operating system and security software utilized on the network, establishing rights and privileges of new and active users of the network.
9. Participate with the Help Desk staff of Information Management (IMS) to develop, implement and maintain a management system for the network.
10. Conduct research to prepare impact statements and budget recommendations regarding the network system and its operation.
11. Communicate and interact with field and Headquarters users regarding unique and unusual operating problems to identify sources of the problems, diagnose malfunctions of hardware and software, identify solutions and take actions to resolve root problems by in-house or vendor services to return the system to operational conditions minimizing down-time.
12. Study periodicals, reports, manuals, texts and other documentation, attend conferences, workshops, seminars and trade shows, and communicate with other network professionals to maintain up-to-date knowledge of state-of-the-art changes in and availability of new products in the personal computer/network industry.
13. Participate on committees, boards, informal groups, and task forces to contribute to determinations of needed improvements, and to development and revisions needed in the network systems to provide solutions to various Commercial Vehicle Enforcement Service, Bureau and Department needs.
14. Analyze systems and program problems that occur during production runs of the network and take corrective action to return the systems or programs to full operating integrity and condition.
15. Interact with users of assigned and projected systems to identify their data processing problems and requirements. Analyze the administrative records processing systems, develop and document systems applications programs variable operating systems and programming languages in accordance with project requirements.
16. Write new or modify existing application programs and/or modify systems software programs (or coordinate the modification of proprietary software systems) to accomplish new objectives for users or to resolve users’ problems; test developed programs and correct errors to assure their maximum reliability.
17. Document systems and programs according to established standards and procedures and write instructional documentation for users.
18. Interact with the Computer Operations Section of IMS to develop and implement production systems and to work out production problems on assigned systems as they occur.
19. Interact with the Technical Support Section of IMS to coordinate hardware/software requirements analyses, system table maintenance requests, network security and other relevant factors.
20. Install and apply updates to purchased software systems.
21. Communicate with Department managers and employees in Headquarters and field locations, with representatives of federal, state and various interacting subdivision agencies.
22. Analyze all relevant details of highly complex administrative systems that involve interchange of large volumes of data (frequently stored in disparate or geographically dispersed databases).
23. Contribute to long term planning of business program and project activities and convey the plans and resulting plan revisions to the affected program/project administrators.
24. Design complex network computer systems that provide for effective communication between geographically dispersed systems allowing the entry, retrieval, manipulations and deletion of data to be accomplished simply, from multiple locations with complete preservation and security of the data.
25. Provide participant users and programmers with opportunities to examine, analyze and contribute to the refining of the designed systems into final form to assure maximum utility to the users and optimum feasibility for programming to accomplish the ends required.
26. Coordinate and monitor the development, testing and integration of software and applications program modules by programmer team(s) to assure development of the overall system(s) on schedule within the limits of allocated resources.
27. Write ad hoc software and applications programs as necessary to accomplish unique systems requirements and to meet tight programming schedules.
28. Build and replace network servers including Oracle and MS-SQL databases as required.
29. Analyze statistical data for errors and discrepancies and perform corrections. Compile statistical data for the Department, other agencies and as a result of open records requests, in a presentable format, using tables, charts, and graphs.
30. Provide support for the computers and Audio/Video equipment in the Motor Carrier Bureau classrooms and conference rooms.
31. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
32. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university with a major in Computer Science, Data Processing, Business Management, Mathematics, Information Systems or a related field.
Experience – Minimum of five (5) years’ progressively responsible experience in automation of general office systems by means of personal computers in local and/or wide area networks or by connection with a mainframe computer.
Substitution Note: Additional progressively complex work experience of the type described may substitute for the required college studies on a year-for-year basis to a maximum of four (4) years. Two (2) additional years of the described work experience and supervisory recommendation may meet eligibility requirements for progression to the higher level.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.
Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems.
