Job Description
The Revenue Accounting Specialist is selected by and responsible to the Chief Financial Officer and performs highly complex accounting work that includes the accurate classification and reporting of all agency related revenues. Work involves reconciliation of USAS and CAPPS reported revenues to internal licensing systems, and coordination with Software Development Systems in establishing agency object codes, CAPPS account codes, and relationships with comptroller object codes and agency event codes for reporting level purposes. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Duties
· Responsible for the monthly reconciliation of USAS and CAPPS balances to the agency’s internal licensing receipts systems.
· Serves as the primary security coordinator for both USAS and CAPPS.
· Works with Software Development Systems to ensure that internal application reporting systems correlate to established USAS and CAPPS revenue reports consistently and in a user-friendly manner.
· Compiles data, information for daily and monthly reports on agency revenues for management, for the Annual Financial Report, quarterly financial reports to the Commission and in response to ad hoc requests.
· Works closely with budgeting personnel in the preparation of revenue estimates and projections for the Legislative Appropriations Request and the Operating Budget Report.
· Prepares and enters journal vouchers in USAS for code corrections and provides supporting documentation and descriptive legal text.
· Establishes and revises RTI’s in USAS for interagency receipts.
· Determines monthly amounts of Texas Online subscription fee receipts, sales tax collections, and Pharmacy Board payments processing corresponding transfers.
· May prepare, enter, approve or release deposit, clearance and refund vouchers in USAS.
· May train revenue and support services personnel in internal agency and USAS coding systems.
· Serves as the primary Financial Service contact for Texas.gov interactions and responds to licensee inquiries regarding credit card transactions/returns/refunds.
· Responds to inquiries from licensees or other divisions regarding revenues and provides or requests appropriate follow-up to assure problem resolution.
· Complies with division and/or agency training requirements.
· Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement and support to other members of agency staff, while upholding the agency’s core values.
· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.
· Adheres to all Texas Department of Licensing and Regulation personnel policies and performs other duties as assigned.
Minimum Qualifications:
Five (5) years of experience in bookkeeping or accounting in an office environment required. Graduation from an accredited four-year college or university with major course work in accounting or a related field is generally preferred and may substitute for two years of the experience requirement. Experience in performing complex reconciliations required. Experience with Microsoft Office Suite programs (Excel and Word) is required. Experience in revenue processing and cashier operations and in accounting for credit card payments made through the state online payment system preferred. Experience in a position with a state agency or other public-sector organization utilizing USAS, CAPPS or comparable public-sector accounting system and corresponding data entry processing preferred. Experience in preparing written procedures preferred.
