The Texas General Land Office is seeking multiple Grant Specialist II-V (Grant Manager) within the Community Development & Revitalization Department of the agency.

  • Grant Specialist II

Performs complex (journey-level) grant development, coordination, and administration work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern and develops requirements for grant programs.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

  • Grant Specialist III

Performs highly complex (senior-level) grant development, coordination, and administration work. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern and develops requirements for grant programs.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

  • Grant Specialist IV

Performs advanced (senior-level) grant development, coordination, and administration work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern and develops requirements for grant programs.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

  • Grant Specialist V

Performs highly advanced (senior-level), coordination, and administration work. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Employees at this level may be considered technical experts. Monitors and analyze grant work budgets, determines spending trends, identifies areas of concern, and the general outlook of the grant.

Performs other duties as assigned. Other duties as assigned may include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

What Your Contributions To The GLO Will Be

  • GS II – Develop proficiency in TIGR (system of record) to conduct grant management oversight from application to closeout.
  • GS III – Monitor grant and/or contract budgets for timely and compliant expenditures in accordance with program guidance and applicable policies and procedures.
  • GS IV – Serve as a liaison and representative for the GLO-CDR program with constituents, elected officials, their assignees, vendor representatives and the public.
  • GS V – Monitor a highly complex senior level portfolio for grant and/or contract budgets for timely and compliant expenditures in accordance with program guidance and applicable policies and procedures, and act as a program subject matter expert as it relates to the position.

Qualifications

Minimum Qualifications:

  • Graduation from an accredited four-year college or university with a degree in public administration, business, or closely related field; experience and education may be substituted for one another, as it relates to the posting.
  • Salary and classification are dependent on qualifications:
    • Grant Specialist II – One (1) or more years of experience in a professional work setting.
    • Grant Specialist III – One (1) or more years of experience in a professional work setting; One (1) additional year with work related to grants, contracts, and/or federal finance.
    • Grant Specialist IV – Three (3) or more additional years of experience in a professional work setting, with work related to the administration, development, coordination, and monitoring of federally funded grants or contracts.
    • Grant Specialist V – Four (4) or more additional years of experience in a professional work setting related to the administration, development, coordination, and monitoring of federally funded grants or contracts.
  • Experience at an intermediate or higher level in Microsoft Office (Word, Excel, and PowerPoint).
Preferred Qualifications

  • Experience as a Grant Coordinator, Grant Specialist, or Grant Manager.
  • Experience in Disaster Recovery and/or community development block grant work.
  • Experience with oversight of federal funds or federally funded programs.

Physical Requirements

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
