CPSO seeks a qualified candidate to fulfill the position of CPSO Procurement and Contract Specialist.

The Chief Program and Services Officer (CPSO) oversees five divisions administering client services to more than 7 million Texans, including programs serving women, children, families, older adults, people with physical, intellectual and developmental disabilities, and people with behavioral health needs. CPSO also oversees the Health and Specialty Care System, the state's network of state supported living centers and state mental health hospitals as well as Access and Eligibility Services which implements eligibility policy and connects people to services across the state. CPSO advances the HHSC mission to serve Texans by ensuring coordinated, efficient, and accountable delivery of essential programs and services.

The CPSO Procurement and Contract Specialist, reporting to CPSOs Director of Program and Services Support, will perform high-level work involving the oversight, execution, and administration of large-scope or high-dollar procurements and contracts. This position will coordinate with other members of the CPSO support staff and other CPSO divisions on procurements and contracts. This position may also analyze CPSO internal processes related to procurement and contracting and provide recommendations for improvement.

Essential Job Functions :

30% Review drafts of statements of works, contracts, and amendments developed by CPSO divisions. Provides briefs and status updates on these items to management to make sure management understands contract terms. May provide recommendations as necessary.

20% Tracks the status and activities of certain large-scope or high-dollar procurements and contracts. Provides support to CPSO divisions regarding progress of procurements and contracts.

20% Coordinates the processing of procurement and contract documents.

10% Develops and implements processes and procedures and assists with implementing agency wide policies related to procurement and contracting.

10% Reviews legislations related to procurement and contracting.

10% Provides additional support to the CPSO as needed.

This position attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Registrations, Licensure Requirements or Certifications :

Must be either a Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD). Dual certification preferred, but not required.

If not duel certified, may be asked to obtain other certification within 6 months in position.

Knowledge, Skills and Abilities :

Knowledge of : state and health and human services contract management and procurement statutes, rules, policies, and procedures; health and human services programs, policies, and procedures; methods of analysis; developing policies and procedures; and management concepts.

Skill in : verbal and written communications; developing and editing written documentation, conducting research and analyzing data; problem resolution; and the operation of a computer and applicable software.

Ability to : work independently with limited supervision; stay on task and meet deadlines; handle multiple assignments with competing deadlines; coordinate and work well with other staff and maintain effective working relationships; accurately interpret and apply state statutes, rules, policies, and procedures; exercise sound judgment in making critical decisions; analyze complex information and develop plans; to interpret complex data; to communicate effectively; and developed efficient processes.

Initial Screening Criteria :

  • Graduation from an accredited four-year college or university with major coursework in business, public administration, law, or a related field is generally preferred. Experience and education may be substituted for one another.
  • At least one year of experience managing contracts with a State of Texas agency.
  • Have a CTCM or CTCD at time of hire.
