The state supported living centers serve people with intellectual and developmental disabilities who are medically fragile or who have behavioral problems. Under the direction of the Financial Officer, performs routine or entry-level accounting work to ensure the accurate and timely processing of payroll adjustments and salary overpayment recoupments for State Supported Living Center employees. Coordinates with various units within the agency and external to the agency to resolve any discrepancies identified. Coordinates with supervisory personnel to identify salary overpayments and initiate the process for the collection and return of funds to the State Treasury. Work involves preparing and/or overseeing the preparation of financial analyses and reports. Communicates with Department employees and supervisory personnel concerning various payroll related issues. Work is performed under general direction with moderate latitude for the use of initiative and independent judgement within the limits of applicable state and federal laws, rules, regulations, policies and procedures.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Communicates and interacts with department employees regarding internal payroll policy matters (as directed by Agency Paymaster), payroll warrant distribution and related information, and resolves inquiries from individual employees regarding their specific payroll warrant, direct deposit information, overpayment of underpayment situations.
Monitors and ensures the return of over-paid payroll funds for terminated employees. Coordinates with Agency Paymaster in initiating pay-back procedures and tracking the return of funds.
Researches and resolves payroll errors, conducts system research, reconciles, and performs systems maintenance.
Performs all other duties as may be assigned.
Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge, Skills and Abilities (KSAs):
Knowledge of accounting or bookkeeping procedures.
Knowledge of capabilities and limitations of computerized accounting systems, and applicable laws governing maintenance of state accounting and payroll records.
Knowledge of the agency's financial program, governmental accounting policies and procedures, and laws and regulations pertaining to fiscal operations.
Working knowledge or ability to rapidly assimilate that level of knowledge, of payroll processing as practiced by state government agencies in order to coordinate the resolution of problems as they occur.
Skill in oral and written communication.
Skill in applying computer technology to general accounting activities.
Skill in the use of standard office equipment including computer terminals and personal computers using both spread sheet and word processing software packages.
Ability to communicate and interact effectively with department employees and staff.
Ability to interact effectively with peers and managers at various levels within the department.
Ability to plan and organize work.
Ability to comprehend computer print outs of payroll and related accounting data and rapidly audit such data and to assure its accuracy and completeness.
Ability to perform effective examination and processing of detailed data for long periods of time (two to four hours).
Ability to prepare concise and orderly reports.
Ability to perform assigned work independently with minimum of supervision. Ability to analyze problems, identify causative factors and apply actions to effectively resolve current problems and prevent recurrences of problem conditions.

Initial Screening Criteria:
Experience in accounting and financial operations.
Graduation from a standard senior high school supplemented by college coursework in accounting is generally preferred.
Additional Information:
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aide, Medication Aide and Employee Misconduct and HHS List of Excluded Individuals/Entities (LEIE).

All State Supported Living Center Employees are subject to Random Drug Testing.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours. Must be willing to work weekends and holidays.
