GENERAL DESCRIPTION
DFPS Information Technology Services (ITS) is hiring a Management Analyst IV. You will be a member of the IT Talent Engagement team and act as liaison for ITS management and program areas. This role will facilitate operational activities within the division's contingent workforce program by managing staff augmentation programs, vendor management, ensuring process compliance, and optimizing program performance. Success in this role will be demonstrated by improving processes to streamline workforce engagement and compliance, implementing innovative solutions, and supporting hiring managers in recruiting contingent talent.
You will perform a variety of functions including recruiting, contracting and budget activities, solicitation development, onboarding and offboarding, vendor management, contractor and human resources actions, Web and SharePoint site maintenance, program and process development, policy advisor and special projects. This role supports multiple directors, managers, and staff. This position is classified as a full-time position (40 hours a week). Travel to Austin office(s) may be required. This is a hybrid work position and may work remotely up to 80% consistent with DFPS telework policies. Applicants must be available and willing to work onsite in Austin when directed.
ESSENTIAL JOB FUNCTIONS
- Coordinates and manages program activities, including vendor and contractor engagements, completing background check activities, coordinating background check renewals, onboarding and offboarding activities, orientation, processing documents for new resources, ID badge processing and renewals, and managing communications with new resources, management, and program support divisions.
- Performs a variety of recruiting / contracting activities, such as drafting contractor solicitations, coordinating budget requests, screening resumes, coordinating and scheduling virtual and in-person interviews and testing for job applicants, and completing due diligence tasks.
- Conducts regular reviews of ITS intranet webpages and coordinates with DFPS Web Master and division leadership to complete changes and updates to ITS intranet webpages.
- Develops and revises operational and program policies, processes, standards, and methods related to recruiting, vendor / contractor management, onboarding, offboarding, and related activities within the ITS division and publishes on internal SharePoint sites.
- Submits, logs, and monitors service requests for resource additions, moves, changes, equipment, and separations, ensuring compliance with prescribed deadlines.
- Logs and tracks progress of resource and personnel actions, recruiting and contracting activities, internal audits, and budget requests and provides status updates to division management.
- Coordinates and tracks resource movement data and records, and provides division leadership with reports on workforce structure, recruiting metrics, and ad hoc reporting.
- Participates on agency workgroups and committees, as assigned.
- Assists with planning and coordinating division all staff meetings and department-wide events, prepares agenda and presentation slides, communicates with presenters, conducts virtual and in-person meeting activities, and initiates after-meeting activities.
- Conducts a variety of special projects and management support related to resource management, organizational changes, research and program development.
- Demonstrates routine familiarity with technical terminology, contracting / human resources terminology, metrics and reporting, project management life cycles, software development life cycles, legislative session activities, budget / contract terminology and technology operations.
- Adheres to all Texas Department of Family and Protective Services HR policies and performs related work as assigned to maintain operations.

CTCM or CTCD certification preferred.
