Brief Job Description :
Under the supervision of the Director of the Office of Rural Hospital Finance & Coordination, the Grant Manager will be responsible for performing highly advanced (senior-level) administrative and supervisory program work related to rural hospital grant program(s). The position will be responsible for planning, establishing, and implementing activities for rural hospital grant(s). The position supervises the work of others and will work under minimal supervision with extensive latitude for the use of initiative and independent judgment. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Responsibilities include monitoring grant awards; training grant program staff to provide excellent customer services and be subject matter experts of the grant program(s). The position is responsible for planning, organizing, implementing, and measuring effectiveness of grant program(s) and providing recommendations to improve its efficiency and effectiveness.
Work involves planning and reviewing solicitation documents to proposed grant programs, as well as developing and implementing effective techniques for monitoring and evaluating grants and cooperative agreements for rural hospitals. Work includes organizing meetings and initiatives; performing cross-divisional coordination and project management; setting agendas and tracking milestones; communicating with various internal and external stakeholders to ensure continued coordination regarding the rural hospital grant award(s) and fulfillment of its goals.
The applicant must be able to communicate complex information to internal and external parties and provide information quickly and accurately. This position will interface with multiple departments within HHSC as well as rural hospitals administrators, and local governments officials from across the state.
- Essential Job Functions :
30%) EJF 1 Supervising the preparation, coordination, distribution, and reporting of grants for General Revenue-funded rural hospital grant program(s) funding. Establishing program goals and objectives; program guidelines, procedures, and policies; coordinates guidance provided to staff regarding grant administration, procurement policies, contract compliance, and other policies, and procedures; and elevates to RHFC director relevant issues and concerns for resolution and / or guidance. Develops schedules, priorities, and standards for achieving program goals. Monitors and evaluates grant program activities. Monitors and manages the progress of rural hospital grant program(s) to meet grant and contract deliverables. Manages and monitors the request for applications process or other enrollment processes established for distributing grant funding to qualified entities and working with grantees and contractors to ensure applicable federal and state regulations and guidelines are followed. Reviews and monitors project costs and develops budget justifications and budget revisions for awarded grants. Provides support, guidance, resolution, and resources to facilitate staff's work.
30%) EJF 2. Conducts project assessment, planning, development, and implementation activities; coordinates the planning and initiation of projects at various stages of completion; identify improvements; identifies and mitigates project risks; secures leadership direction and approval; monitors the progress and schedule of projects; and communicates with stakeholders, management, and other relevant parties.
20%) EJF 3 Assists director of RHFC in the development of a communication plan to support effective implementation of the rural hospital grant program(s) and ensures ongoing communication occurs with stakeholders about the grant program(s). Identifies methods for communicating complex information to internal and external stakeholders to verify information, answer inquiries, address issues or resolve problems or concerns. Identifies training resources that match the needs of staff to provide high quality consultation and technical assistance to stakeholders and contractors to support grant compliance and achievement of grant objectives. Develops tools and methods for identifying / addressing training and technical assistance needs for staff / providers, determining / assisting necessary contract actions, and developing data collection / tracking systems. Meets with rural hospital officials and stakeholders, as needed. Participates in site visits, virtual / in-person meetings, and webinars geared towards increasing knowledge about the rural hospital grant program(s) requirements, forging meaningful partnerships, and ensuring grant programs evolve with rural stakeholders' needs. Plans and oversees project workgroups and meetings regarding the rural hospital grant program(s) with internal and external stakeholders, monitors projects' progress and completion in accordance with timelines and leadership direction.
10%) EJF 4. Assists with the preparation of high-quality written project reports, updates, summaries, briefing documents, issue papers, correspondence, bill analyses, and memorandums for senior and executive management review and decision-making documents as assigned or as needed. Reviews and evaluates the impact of proposed federal and state laws on program objectives.
10%) EJF 5. Performs other work as assigned. Other work may include preparing and conducting presentations and providing updates on the status of the rural hospital grant program(s) to various audiences.
Within 6 months of employment, will need to obtain certification as a Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller's Office.
