Business and Education Grants Department Manager (Manager IV) (Hybrid)Texas Workforce Commission seeks an experienced grant manager to lead the Business and Education Grants department within the Workforce Development Division.The ideal candidate understands the contract and grant management cycles, has strong leadership skills, is versed in state and federal statutes and regulations governing grants, is well-organized, meticulous, has a knack for problem solving and a keen eye for details.Who We Are : TWC connects people with careers all over the state and ensures Texas employers have the skilled workforce they need to succeed and grow.While teleworking is allowed, some of your weekly work will be done in our headquarters on the north lawn of the Texas State Capitol in Austin. This position is located at 1117 Trinity St, Austin, Texas.TWC is not considering applications from individuals who require sponsorship for an employment visa, including those currently on student or postgraduate visas. You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.What You'll Do : Lead a team of grant management professionals who evaluate, develop, and administer equipment and training grants and offer technical assistance to the grantees and other stakeholders. Develop and review new and existing policies, procedures, and processes, and establish and track goals, performance measures, budgets, and expenditures. Serve as a member of the division leadership team, working closely with other division leaders to achieve the statutory, agency, and divisional goals and benchmarks; participate in the grant approval process. Advise senior leadership through high-quality reporting, analysis, research, and technical assistance. Perform advanced (senior-level) managerial work administering the daily operations and activities of an agencys business function, division, or department. Work under limited supervision, with considerable latitude for the use of initiative and independent judgment.To qualify, you'll have : -Five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity. -Relevant academic credits may be applied toward experience qualifications for this position.To succeed, you'll need : -An undergraduate degree in business administration, accounting, finance, or a related field. A graduate degree is preferred. -At least four years of professional experience in a relevant field (i.e., contract management, workforce development, accounting, financial management, etc.), two years of which must have been in administrative management or supervisory capacity. You can substitute education and experience for one another on a year-to-year basis. -Certified Texas Contract Management (CTCM) and Certified Texas Contract Developer (CTCD) certifications are preferred and will be required within one year of employment. -The skills to gather, assess, correlate, and analyze complex grant management scenarios and deliver high-quality work with great attention to detail. -Impeccable business communications skills and the ability to present on diverse topics to various audiences. -A track record of working in a dynamic environment with pending deadlines and changing priorities. -An ability to lead, manage, and inspire a diverse, primarily remote team of evaluators and grant managers. -A talent for ensuring high quality customer service while prioritizing state and federal requirements and goals. -The successful candidate must obtain (or maintain) the Certified Texas Contract Management (CTCM) and Certified Texas Contract Developer (CTCD) certifications within one year of employment. The Texas Workforce Commission will pay for each certification's preparatory course an a successful test attempt. Must maintain certification throughout employment.What Youll Earn : -The salary is $7,790.31 - $8,179.82 / mo.
