Brief Job Description
This position performs highly advanced (senior level) consultative services and technical assistance work as project manager on national and state demonstration projects and programs. Work involves designing, planning, developing, coordinating, and implementing complex projects of national significance related to improving recovery-oriented systems of care for people with behavioral health conditions. Provides consultative services and technical assistance to program staff, state and federal governmental agencies, community organizations, and the public. The position works with minimal supervision, with extensive latitude for the use of initiative and independent judgment. Examples of work include identifying the need for, designing, and implementing new demonstrations and programs, preparing, and delivering presentations to national audiences; developing project concepts, protocols, evaluative reports, legislative reports, and budgets; obtaining and administering competitive federal grants; overseeing the work of staff and contractors; and representing Texas on national panels and collaboratives.
Essential Job Functions (EJFs)
Develops innovations in behavioral health policy and / or financing by leading studies, pilot projects and policy reviews that improve financing and/or delivery behavioral healthcare at the state and / or national level. Directs research and analyses which define systemic issues / opportunities; directs design of proposed innovations to address issues / opportunities; implementation of innovations; testing of innovations; and evaluation of innovations. Provides expert advice and recommendations to agency leadership and national partners on bringing successful innovations to scale in systems of care. (30 percent)
Oversees contract management processes. Serves as a point of contact, manages, and directs oversight activities of vendor performance and key requirements for business processes. Guides development of new deliverables, processes, and procedures. Communicates projects timelines for implementation and ensures compliance with state and federal requirements, program policies, procedures, rules, and standards. Takes corrective action, as necessary. Prepares and evaluates program budget requests. (20 percent)
Develops, convenes, and leads teams of internal and external stakeholders (e.g., people with lived experience of behavioral health conditions, advocacy groups, foundations, state universities, provider associations, local governments, other state agencies, other states) to design, oversee and review behavioral health innovations developed in pilot projects or studies. Leads teams to develop recommendations for agency leadership and/or national partners regarding implementing and sustaining successful innovations in systems of care. Develops, convenes, and leads similar teams to review behavioral health state and / or national policies, procedures, rules, guidance, and/or data to develop recommendations for agency leadership and / or national partners regarding potential improvements. (20 percent)
Collects, organizes, analyses, and prepares materials in response to legislative and other external requests. This includes organizing, directing and leading analysis of legislation and /or complex data sets from state behavioral health, long term services and supports and Medicaid programs. Uses analysis to develop recommendations for systemic improvements to the state's behavioral health and Medicaid policy and / or financing; federal policy recommendations; and/or development of pilot programs and demonstrations. (20 percent)
Attends state and national professional meetings and workgroups, presents analyses and results of pilots/studies at state and national conferences, and develops marketing materials to stimulate interest in and support for behavioral health innovations. (10 percent)
Acts on behalf of the Director, including temporary leadership responsibilities, in the absence of the Director. Assists management in hiring processes. (5 percent)
Performs related work as assigned, consults with, and provides problem solving assistance, and completes special projects. (5 percent)
