Brief Job Description
The Fund Accounting Deputy Director provides highly advanced (senior-level) managerial work providing strategic direction and guidance for fund mangement, federal and state reporting, accounts receiveables and position control and maintains the financial system structure that supports the agency. This position oversees the preparation and submission of numerous state and federal reports, and ensures timely cash draws in accordance with Federal rules/regulations. They direct general ledger, accounts receivable, federal and state reporting and position control functions. They ensure appropriate implementation, maintenance and updates of the Public Assistance Cost Allocation Plan and coordinate activities with the Comptroller of Public Accounts in addition to various federal agencies. Assists the Accounting Director in the direction of the agency's financial strategic planning function and oversees the development of the Annual Financial Report in conjunction with other support areas within the agency. Oversees the preparation of financial planning documents, reports, and studies for both internal and external users. This position ensures chart of account maintenance in CAPPS financial modules. The Fund Accounting Deputy Director represents the agency and/or the DCFO and Accounting Director by making presentations, as well as providing information to other state and federal agencies, and other organizations regarding the department's financial matters and programs.

(15%) Provides vision, leadership and strategic direction of HHSC's fund accounting operations.

Bachelor’s degree from an accredited college or university or the U.S. equivalency with major course work in accounting, finance, business administration/management or a related field plus five (5) years progressively responsible experience in accounting related work.
Must have at least five (5) years of demonstrated and progressively responsible managerial experience. Graduate level education in above baccalaureate degree fields may be substituted for experience on a year per year basis. Experience in general ledger accounting, federal Reporting, cash management and annual financial reporting. Accounting experience in State Government or Non-Profit oranization is perferred. Experience in USAS, CAPPS Fin. Or PeopleSoft is preferred.
(Experience requirements may be satisfied by full-time experience or the prorated part-time equivalent.) Substitution Note: Additional work experience may substitute for the Bachelor’s degree on a year for year basis.
