Brief Job Description

The Director of Improvement and Education (Director II) reports to the Director of Continuous Improvement Programs and performs advanced senior-level managerial work, providing direction and guidance in strategic operations and planning for the Office of Transformation and Innovation Improvement and Education team. The individual in this position establishes goals, objectives, and priorities; creates policies, procedures, and performance measures; and provides hands-on oversight and guidance of process improvement activities and projects.

The Improvement and Education director leads and actively participates in the systemwide continuous improvement training program, overseeing and personally contributing to curriculum development and training delivery. This individual supervises the Improvement and Education team, providing guidance, mentoring, and oversight to meet division goals, objectives, and performance targets. Working under minimal supervision with extensive latitude for initiative and independent judgment, this position collaborates closely with the Manager of Strategic Engagement and other leadership to set goals and priorities for the Continuous Improvement Programs division.

Essential Job Functions (EFJs)

Attends work on a regular and predictable schedule per agency leave policy and performs other duties as assigned. This position may require occasional travel within Texas to conduct training sessions for staff inside and outside Austin.

Program Leadership and Strategic Direction (30%)

  • Provides overall program vision, leadership, mentorship, and strategic direction to the Improvement and Education team.
  • Develops and delivers executive-level presentations and communications.
  • Creates and maintains process improvement tools and templates.
  • Coordinates with the Director of Continuous Improvement Programs and Deputy Executive Commissioner of OTI.

Improvement Education and Training (30%)

  • Oversees and contributes to curriculum and course content development.
  • Directs and participates in training delivery for the OTI Continuous Improvement Academy and Passport Program.
  • Leads and facilitates continuous improvement events and workshops.
  • Oversees and contributes to training material development.
  • Manages recruitment and enrollment processes.
  • Develops performance measures to gauge success and impact.
  • Oversees the leadership and direction of the Continuous Improvement Community of Practice.

Project Leadership and Mentorship (20%)

  • Either personally leads or provides oversight of complex process improvement projects.
  • Provides hands-on mentorship and guidance on project execution.
  • Ensures optimal selection and application of improvement tools.
  • Directs data collection, analysis, and visualization efforts.
  • Creates and oversees development of executive-level project communications and presentations.

Technical Leadership and Innovation (15%)

  • Develops sophisticated data analysis and visualizations using Microsoft Excel.
  • Creates professional presentations and training materials using PowerPoint.
  • Designs and maintains tracking systems and documentation.
  • Leverages preferred tools like Power BI and Power Automate when applicable.
  • Models technical expertise and innovation for team members.

Registrations, Licensure Requirements Or Certifications

  • Required: Lean Six Sigma Black Belt Certification (CLSSBB) or a Lean Six Sigma Green Belt Certification (CLSSGB) and one other certification from the “Preferred Additional Certifications” list below
  • Preferred Additional Certifications:
    • Project Management Institute (PMI) Agile Certified Practitioner or other Agile certification
    • Theory of Constraints International Certification Organization (TOCICO)
    • Project Management Professional (PMP)
    • Lean Leader or Lean Expert Certification
    • Prosci Change Management Practitioner Certification (CCCMP)
    • Association of Change Management Professionals (ACMP) Certified Change Management Practitioner (CCMP)

Initial Screening Criteria

  • Graduation from an accredited four-year college with a bachelor’s degree from an accredited university. Experience and education may be substituted for one another on a year to year basis.
  • At least five (5) years of full-time professional experience working within state government or a public agency. Strong preference will be given for experience in the Texas Health and Human Services system.
  • Minimum of five (5) years of experience in process improvement or project management.
  • Demonstrated experience applying process improvement and change management methodologies while leading large-scale, highly complex organizational change initiatives such as consolidations or transformation.
  • Experience leading or managing teams.

This is a hybrid position. The successful candidate will be required to be in the office one or more days per week. In addition, staff may meet in person for special projects and functions. In-office requirements may change depending on the direction of executive leadership.
