Access and Eligibility Services (AES) seeks highly qualified candidates to fill the Office of Administration (OA) Finance Operations, Financial Analyst II position within the Texas Health and Human Services Commission. Under the direct supervision of the manager, the Financial Analyst II provides AES-wide program and financial expertise in support of vendor contracts.
Essential Job Functions (EJFs)
Attends work on a regular and predictable schedule in accordance with agency leave policy. Supports, ensures compliance with, and behaves in a manner that reflects the AES mission, vision, and values.
EJF1. Review financial documentation for assigned contracts and projects to confirm compliance with financial standards. Tracks, reviews, and processes monthly contract deliverable invoices. Review invoices for accurate expenditure reporting by comparing payment requests to state budgets. Work with HHSC Accounting on status of timely payments. (35%)
EJF2. Prepares forecasts and reports that include findings and recommendations to inform leadership decisions and mitigate financial risks for vendor contracts, projects, and procurements. Responsible for drafting and reviewing financial reports and expenditures, including supporting documentation, follow-up correspondence, and other written materials prepared by staff regarding the financial components. (20%)
EJF3. Perform detailed financial monitoring of contracts, projects, and procurements tied to performance outcomes and corrective actions. Evaluates budgetary and operational outcomes; performance measures; and ensures contract/project deliverables are met. This work involves reviewing accounting records, financial statements, management practices, and internal controls to ensure compliance with federal and state laws as well as HHSC policies. (20%)
EJF4. Assess legislative and regulatory impact analysis and technical guidance for assigned contracts, projects, and procurements. Interprets applicable federal and state laws, regulations, policies, and procedures affecting assigned contracts, projects, and procurements. Provides recommendations for improvements to procurement and financial tracking processes. (15%)
EJF5. Participates actively in workgroups and/or projects that may potentially affect the existing and developing contracts; Analyzes the potential effects of changes to AES program areas on those areas in the wake of significant program modifications. Examines the potential impact of adopted regulations on the budget. Act as an evaluator for existing and new projects by actively participating in Request for Applications (RFA) and Request for Proposals (RFP) procurements. (10%)
EJF6. Supports special investigations, research studies, and internal audits associated with assigned contracts, projects, and procurements. Prepares ad hoc reports and analyses as requested by directors and programmatic staff to aid in quality improvement initiatives and reporting requirements. (10%).
Knowledge Of
Knowledge, Skills and Abilities (KSAs):
Certified Texas Contract Manager (CTCM) issued by the Texas Comptroller's Office preferred or must be obtained within the first twelve (12) months of employment.
Initial Screening Criteria
Graduated from an accredited four-year college or university with major coursework in business, finance, accounting, economics, or a related field. Experience in a field related to the essential job functions may be substituted for the education requirement on a year for year basis.
