The IDD Money Follows the Person (MFP) Unit is designed to help people with intellectual and developmental disabilities (IDD) divert or move from institutional settings back into their communities by removing barriers and assisting with continuity of care efforts so that they may live and thrive in the community setting of their choice. The Lead IDD MFP Coordinator performs advanced senior-level consultation and technical assistance and leads the ongoing oversight related to Enhanced Community Coordination (ECC) and Transition Support Team (TST) programs, both of which are federal MFP Demonstration funded projects. They provide clinical consultation services to local intellectual and developmental disability authority (LIDDA) and HHSC staff and work alongside the multidisciplinary TSTs to improve program effectiveness. This position works closely with LIDDAs and serves on workgroups with both internal and external stakeholders. They perform a variety of planning, policy, program assessment, and administrative activities for the IDD MFP Unit. They perform and oversee studies and analyses of IDD MFP operations and quality assurance as well as assist in the preparation of reports of findings and recommendations. This position functions as a team lead and provides direction to others within the IDD MFP Unit, which includes training employees on program policies related to MFP. They work under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs)
Serves as a team lead for the IDD MFP Unit. Performs advanced senior-level consultation and technical assistance and leads the ongoing oversight related to Enhanced Community Coordination (ECC) and Transition Support Teams (TST) programs and other IDD MFP programs and initiatives. Provides clinical expertise via peer reviews and case consultations by request of LIDDA or HHSC staff and works alongside the multidisciplinary TSTs to improve program effectiveness. Stays current with research on IDD related topics, including but not limited to best practices for individuals with comorbid IDD and mental health or substance use conditions to ensure compliance with the standards for quality of care concerning IDD supports and services. Facilitates the coordination of an agency-wide workgroup that serves as a resource for long-term services and support (LTSS) providers when serving individuals with complex support needs. Serves as the IDD Services & PASRR lead in continuity of care initiatives, including coordination of initiatives with Medicaid, Regulatory, State Supported Living Centers, and State Hospitals. (35%)
Performs a variety of planning, policy, program assessment, and administrative activities for the IDD MFP Unit. Monitors trends and activities at individual and programmatic levels, prepares reports, and makes recommendations for operational and service improvement as appropriate. May coordinate and implement risk and compliance activities. Develops training materials and provides training or presentations on assigned initiatives. (30%)
Conducts legislative analysis to identify programmatic issues or concerns, develops recommendations, leads the unit’s bill analysis efforts during years when the Texas Legislature is in session, and assists with assigned implementation plans for passed legislation. Develops high quality written project updates, summaries, studies, reports, plans, amendments, analyses, and other documents. Assists in responding to legislative and external inquiries and requests. Ensures assignments are completed in a professional, thorough, accurate, and timely manner. (20%)
Functions as a team lead and provides direction to others within the IDD MFP Unit, which includes training employees on program policies related to IDD MFP and assigning and prioritizing the work of others. Serves as the back-up to the IDD MFP Manager in their absence. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment, and performs other duties as assigned. May work outside of normal schedule during a crisis or emergency. (15%)

Must be licensed as a Psychologist, Psychological Associate (LPA), Specialist in School Psychology (LSSP), Clinical Social Worker (LCSW), Professional Counselor (LPC), or be eligible to pursue licensure by the Texas Behavioral Health Executive Council OR have a related specialty licensure or certification such as a Board Certified Behavior Analyst (BCBA) or Licensed Behavior Analyst (LBA).
Initial Screening Criteria
Graduation from an accredited college or university with a master’s or doctoral degree in psychology, counseling, behavioral analysis, clinical social work, or a related field required. At least 3 years of experience in direct clinical services required. Candidates must meet the licensure requirements.
Preferred qualifications include a background in clinical consultation, handling complex data sets, and leading teams. Professional experience with Health and Human Services programs, Medicaid waivers, or other grant-funded or policy focused initiatives, projects, or programs is preferred. Candidates with experience in program analysis and managing program budgets will be particularly well-suited for this role.
