Brief Job Description
The Project Management IV position is a senior-level role within the Project Management Office (PMO), part of the Procurement and Contracting Services (PCS) department. This position reports directly to the PMO Director. The Project Manager IV performs advanced project management duties, overseeing the initiation, planning, execution, and monitoring of diverse projects across various stages of the project lifecycle. The role requires regular communication with stakeholders, management, and other key parties. May direct, assign, and evaluate the work of project staff. The selected candidate will operate under limited supervision, utilizing significant initiative and independent judgement.

Knowledge, Skills And Abilities (KSAs)
Certified Texas Contract Developer (CTCD) - (formerly Certified Texas Procurement Manager) certification must be obtained within 6 months of hire.
Initial Screening Criteria
A minimum of five years of cumulative experience in project management.
Graduation from an accredited four-year college or university. Experience and education may be substituted for one another.
Preferred Qualifications: Texas State Government project management experience, procurement experience, and/or, contract management experience.
Certified Texas Contract Manager (CTCM), Lean Six Sigma green belt, or Project Management Professional (PMP) preferred, but not required.

- Project Leadership and Expertise (30%)
- Leads all phases of project management, adhering to accepted project management methodologies, as initiating, planning, executing, controlling, and closing projects.
- Defines and manages scope, customer expectations, and project deliverables, including work breakdown structures, schedules, and resource plans.
- Develops project plans, communication strategies, and metrics reporting, while addressing risks and issues through mitigation activities.
- Manage multiple projects concurrently.
- Ensures quality control, manages change processes, and facilitates lessons learned for archival purposes.
- Project Monitoring and Completion (20%)
- Tracks project progress, ensuring timely and high-quality outcomes aligned with objectives.
- Prepares and disseminates detailed updates and status reports.
- Builds and maintains strong relationships with stakeholders.
- Stakeholder Engagement and Consultation (20%)
- Advises and negotiates with PCS customers to align project activities with objectives.
- Provides leadership to PCS internal teams to enhance coordination and efficiency.
- Maintains awareness of related PCS projects and allocates shared resources effectively.
- Special Projects and Continuous Improvement (15%)
- Executes special projects with a focus on operational efficiency and process improvement.
- Contributes to quality management initiatives to enhance business processes.
- Collaboration and Strategy Development (10%)
- Works with PCS procurement and business operations teams to develop strategies for improving operational efficiency.
