Brief Job Description

The Specialty Health (SH) Policy Specialist provides highly advanced (senior-level) consultative services and technical assistance to program staff, government agencies, community organizations, or the public. Work involves planning, developing, and implementing Specialty Health client services programs including Children with Special Health Care Services Program (CSHCN), Kidney Health Care (KHC) Program, and the Hemophilia Assistance Program (HAP). Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities for assigned programs. May serve as lead for assigned projects, providing direction to others. Coordinates with both state and national external partners to ensure quality health services are provided to Texans. Serves as project lead in the evaluation of service provision and integration of new policy. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)

EJF #1

Oversees the assessment, planning and delivery of client services statewide for the Children with Special Health Care Needs Services Program and additional Specialty Health programs as assigned.

  • Leads the preparation of projects, special initiatives, and research for client services programs. Coordinates activities with program policy nurses, pharmacist, specialists, and management to ensure that initiatives are completed accurately and on-time.
  • Collects, organizes, analyzes, and prepares materials in response to requests for program information and reports. Evaluates research findings relative to specific projects being developed.
  • Functions as the subject matter expert for policy and program when changes to the program and systems are considered and implemented. Works with management, supervisors and section staff to ensure that client needs are met.
  • Works across SH organizational sections to support policy section initiatives. (25%)

EJF #2

Provides support to the Policy and Program Section Manager in the analysis, development and implementation of policy and procedure for the Children with Special Health Care Needs Services Program and additional Specialty Health programs as assigned. Participates in the analysis of legislation that directly impacts the program.

  • Manages the annual review of program policy and procedures to determine need for revisions and creation of new policy or procedure based on program needs. Writes policy and procedure revisions, reviews and incorporates comments from stakeholders, and provides interpretation on policy and procedure for the program.
  • Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules for assigned program. Creates a training plan for implementation of revisions to policy and procedure. Provides and facilitates training and technical assistance through in person or virtual means to all staff statewide.
  • Provides management with research of policy, rule and statute to complete legislative analysis assignments and respond to inquiries. (25%)

EJF #3

Assists management as the project lead with developing and implementing effective techniques for evaluating provision of services and provides guidance to staff in the integration of new policies and procedures.

  • Manages the development of a continuous improvement plan for the program to ensure quality services are delivered to meet the needs of children and families.
  • Gathers and analyzes information from multiple sources including the electronic case management system, results of case reviews and Client Services leadership observations, review of program outcomes, program policy review, and performance measures.
  • Creates a report of the results of the plan to inform recommendations for rule and policy changes, changes to the quality assurance measures and for training of staff to increase quality services and efficiencies. (20%)

EJF #4

Develops, plans, prioritizes and provides training and technical assistance for the staff statewide supporting assigned SH programs to ensure quality service delivery. Provides ongoing training and support of staff based on staff and program needs.

  • Reviews program functions, identifies areas needing change, and develops plans to improve programs or to address areas of concern. Determines the need for and develops resources and learning materials to support in-house or regional program support staff.
  • Assists section leadership to develop, review, revise staff training manuals for Policy and Program Section roles. Participates in review of program CBT modules for KHC, HAP, CSHCN, and for program applications such as electronic eligibility system, electronic records system, and pharmacy claims system. (15%)

EJF #5

Works with community and professional groups to coordinate, improve and create partnerships. Attends and presents at conferences to promote the program,. Consults with statewide and national community partners and serves as a liaison to identify program improvement needs and discuss program effectiveness.

  • Represents the program at routine meetings with state level community partners to ensure collaboration. Provides information to increase appropriate referrals to the program. Identifies areas for additional collaboration and when needed potential solutions when issues arise between agencies.
  • Promotes the program at state and national meetings and conferences by presenting and providing outreach and public awareness. (10%)

EJF #6

Other duties as assigned include but are not limited to actively participating or serving in a supporting role to meet the agency's obligations for disaster response or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment or location. (5%)

Knowledge, Skills And Abilities (KSAs)

Knowledge of local, state, and federal laws related to the special health care needs, chronic kidney disease, hemophilia and other bleeding disorders, chronic physical or developmental diagnoses; of public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques.

Skill in identifying measures or indicators of program performance and the use of a computer and applicable software.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to serve as a project lead providing direction to others.

Registrations, Licensure Requirements Or Certifications

Initial Screening Criteria

Graduation from an accredited four-year college or university with major course work in public health, social work, health care or related field, required. Experience and education may be substituted for one another.

Three years of experience in public health delivery systems or in quality review of health care delivery systems, required.

Three years of experience evaluating policy and/or procedure development or improvement activities, required.

Three years of experience delivering training, education, technical assistance to public health stakeholders or members of the public, required.

Masters degree in public health, social work, health care or related field preferred.
