THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.

General Description:
This role is crucial in ensuring proper allocation of resources to help promote access to, and success in, quality higher education across the state.
Works in a small team environment. Performs highly advanced (senior-level) budget preparation, analysis, and reporting work. Work involves planning, organizing, coordinating, and evaluating budgetary activities across the agency. May supervise the work of others. Reports to the Director of Budget, Payroll, and Planning. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
- Examine operating budgets to determine appropriate fund allocation.
- Review financial and operating budget reports for accuracy and identify areas for improved fund utilization.
- Prepare budgets to provide management with expenditure data, trends, and recommendations.
- Assist in the preparation of budgetary and financial reports for both internal and external use.
- Prepare ad hoc reports and anticipate the reporting needs of the divisions.
- Develop and maintain internal controls and procedure documentation.
- Perform other duties as assigned.
- May supervise the work of others.
- Demonstrate excellent communication and customer service skills, with the ability to interact comfortably with coworkers at all levels of the organization.
- Exhibit a high level of curiosity, eagerness to learn, and strong critical thinking and problem-solving skills.
- Attention to detail.
- Advanced to Expert proficiency in Microsoft Excel or other spreadsheet software, including the ability to create complex formulas and pivot tables.
- Ability to use Power Query is strongly preferred.
- Familiarity with Microsoft 365 software, including Excel, Word, Outlook, and Teams.
- Ability to prioritize effort and manage time to achieve goals with limited supervision.

Required Minimum Education and Experience:
- Graduation from an accredited four-year college or university and
- One year of experience in financial analysis, data analysis, budget preparation, payroll processing or similar.
- Education and experience may be substituted for one another.
- Bachelor’s degree from an accredited college or university with major course work in accounting, business administration, finance, economics, math, science, or a related field.
- Experience working with State of Texas systems, including Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS) preferred.
Work is performed in a standard office environment and requires:
