GENERAL DESCRIPTION
Performs highly complex (senior-level) managerial work supervising the regional parole operations locations throughout the state to include the Parole Officer Workforce Reentry Specialist, Family Reentry Enrichment Specialists, Volunteer Service Coordinators, and other support staff. Work involves participating in local and agency projects; establishing program goals and objectives; developing or participating in developing guidelines, procedures, policies, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests to achieve program goals; and coordinating program activities with other work units in the agency and external organizations. Monitors contract expenditures, ensures accurate billing, and providers have passed TJJD background checks. May be assigned investigations involving youth and staff.
Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per workweek, be on-call, and travel occasionally.
ESSENTIAL FUNCTIONS
Selects, supervises, trains, and evaluates staff to ensure successful function of operations of parole services in designated region.
Supervises Parole staff team(s) to maintain quality care for youth in compliance with TJJD’s General Administrative Policy (GAP), Case Management Standards (CMS), and other standards as applicable.
Trains, teaches, models, and scores the usage of Effective Practices in Community Supervision (EPICS) with fidelity to the model.
Models a trauma-informed interactional approach with youth and families. Provides victims of violent crimes with assistance on up-to-date information regarding youth’s placement to maintain compliance with GAP.385.8135.
Reviews requests for disciplinary hearings, ensures all in-community resources have been exhausted to protect the public safety before approving Level I hearings, and oversees the directives for apprehending youth to ensure due process rights of the youth and promote community protection.
Reviews and tracks all parole data relating to parole / office operations, reviews report on effectiveness of program activities, maintains and monitors standard benchmarks for parole program performance measures.
Responsible for regional audits conducted by M and I, OIO and internal audit teams.
Reviews and tracks required training and ensures all parole staff are current.
Reviews youth eligibility for discharge and ensures youth are discharged appropriately without delay.
Works with facilities to ensure quality reentry planning has been completed before youth are released to parole.
Confers with staff on program issues and problems to identify and implement solutions.
Responsible for the management and supervision of a TJJD District Office with one or more business operational units working out of the office; and supervising several program specialists.
Responsible for supporting and monitoring a significant regional fiscal budget, which includes working with division management of annual budget request, monitoring and compliance with agency standards.
Service as the central point of contact for external and internal stakeholders; assist community partnerships and pilot projects with community-based providers and local Probation Departments. Maintains consistent communication, cooperation and coordination with county Chief Probation Officers
Responsible for managing several contract parole providers (expenses, reimbursement and contractual obligations and standards.
Monitors compliance with policies and procedures; and provides input or approves new policies and procedures.
Performs a variety of related duties not listed, to be determined and assigned as needed.
Performs all duties in compliance with agency safety policies and procedures:
- Reports safety hazards and corrects hazards when possible.
- Completes required documentation in the event of an accident/injury within requested time frames.
Attends work on a regular and predictable schedule in accordance with agency attendance and leave policies.
MINIMUM QUALIFICATIONS
Master’s degree with major course work in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, or a related field. Seven (7) years full-time wage-earning experience that may be a combination of the following: participating in the development, evaluation, and implementation of individual case/treatment plans or assessments; the development and coordinating of services; and placement recommendations and referrals for youth or adults on probation, parole, or in a residential facility.
OR
Bachelor’s degree with major course work in Social Work, Sociology, Psychology, Guidance and Counseling, Criminal Justice, Family Relations, Rehabilitation, Social Sciences, or a related field. Nine (9) years full-time wage-earning experience that may be a combination of the following: participating in the development, evaluation, and implementation of individual case/treatment plans or assessments; the development and coordinating of services; and placement recommendations and referrals for youth or adults on probation, parole, or in a residential facility.
Required:
- Possess and maintain a valid state driver’s license.
- Must have or be able to obtain a certificate of course completion for the Criminal Justice Practitioner (CJP) online course provided through the Texas Department of Public Safety (DPS) within six months of employment as a parole officer with the Texas Juvenile Justice Department (TJJD).
Preferred:
- Seven (7) years of work experience in a supervisory or management capacity.
Experience and Education Substitutions:
- One year of appropriate experience may substitute for one year of college (30 course hours) on a year for year basis.
- Completed course hours of undergraduate study may substitute for up to four years of experience on a basis of 30 course hours for one year of experience.
- Completed course hours of graduate study may substitute for up to two years of experience on a basis of 12 graduate course hours for one year of experience.
- Experience requirements may be satisfied by the prorated part-time equivalent.
Pre-employment conditions require acceptable results from mandatory:

- Fitness-for-Duty Assessment which may include both physical and behavior evaluations.
