BRIEF POSITION SUMMARY
Performs routine (journey-level) activity work, consultative services and technical assistance for the Texas Military Department’s (TMD) Range Maintenance and Installation Range Safety programs at Camp Swift in Bastrop, Texas. Work includes live-fire range operations and coordination of range management programs involving live fire training activities, range safety, range maintenance, and range communications and operations. Oversees and ensures the continued operation of the Range Control Operations and Communications Center. Reports to Range Operations Manager and works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
WORK HOURS: Tuesday – Friday, 10 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Oversees range activities as directed by the Range Operations Manager to include the coordination of the range maintenance program to ensure fully operational ranges.
- Assists the Range Operations Manager with supervisory duties involving Range Control personnel and serves as the acting chief in the Range Operations Manager's absence.
- Applies and enforces the Installation Range Safety Program to ensure all range activities are conducted in accordance with installation safety guidelines and standard operating procedures.
- Ensures unit personnel are familiar with all safety, radio, and range requirements.
- Inspects range prior to the start of the training exercises to ensure weapon systems are in working order and ammunition to be used is appropriate for the training and weapon system.
- Monitors radio transmissions during training exercises to ensure proper range and safety procedures and regulations are followed.
- Maintains and operates the Range Facility Management Support System (RFMSS) in accordance with operator's manual, Standard Operating Procedures (SOPs), and other system-related publications.
- Performs data entry into RFMSS and updates. Ensures that ranges scheduled via the RFMSS do not conflict with the operation of other ranges or scheduled maintenance activities.
- Ensures all range operations are conducted to Department of the Army (DA) standards established by applicable DA weapon systems field manuals and technical manuals.
- Provides assistance for the application of training materials; training techniques appropriate for classroom presentation and hands-on practical exercises on Engagement Skills Trainer (EST2), Laser Marksmanship Trainer (LMTS), Call For Fire Trainer (CFFT), High Mobility Multipurpose Wheeled Vehicle (HMMWV) Egress Assistance Trainer (HEAT), and various other virtual simulators; for compliance with regulations, standard operating procedures concerning training and proficiency of task-oriented skills.
- Ensures scheduling and resourcing is accomplished via Range Facility Management Support System (RFMSS).
- Assists in conducting and preparing installation capability briefings and tours as directed by the Range Operations Manager.
- Interfaces directly with military, civilian and law enforcement agencies desiring to use the installation range complex.
- Performs crewmember duties on the Range Control fire suppression team.
- Uses hand tools and fire-fighting equipment in pre-suppression and suppression activities such as replenishing and maintaining fire caches; cleaning, rolling and storing hoses; learning and using fire suppression techniques; and learning and using preventive maintenance on fire pumps, extinguishers, hand tools, etc.
- May assist in analyzing the application of and variations within programs to develop action plans for improving or initiating new programs.
- May assist in preparing and evaluating program budget requests.
- May provide guidance to others.
- Performs related work as assigned.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
MINIMUM QUALIFICATIONS
EDUCATION
- Graduation from an accredited four-year college or university is required.
SUBSTITUTION
- Additional years of experience operating and performing military or weapons range activities and coordinating range maintenance and safety programs may substitute for required education on a year-per-year basis.
PREFERRED EDUCATION
- Graduation from an accredited four-year college or university with major course work in a field relevant to the assignment is generally preferred.
EXPERIENCE
- One year of experience operating and performing military or weapons range activities and coordinating range maintenance and safety programs is required.
- Experience in using Microsoft Office to include Outlook, Word and Excel is required.
PREFERRED EXPERIENCE
- Experience in the military is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE
- Range Safety Level II National Guard Bureau (NGB) certification is preferred.
- Texas Forrest Service Wildland Fire Certification S-130/190 is preferred.
- A valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
OTHER REQUIREMENTS
- The selected candidate must pass federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations.

- Must have graduated from the Army National Guard[ML3] (ARNG) Range Operations Course and Range Safety Course or attend and complete both within one year of hire date.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in an outdoor setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of government furnished equipment. Work requires periodic travel up to 10% of the time for training to locations both in and out of state. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials weighing in excess of 50 pounds.
