BRIEF POSITION SUMMARY
WORK HOURS: Monday-Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Assists with and oversees the work assigned to maintenance and construction staff.
- Prioritizes work tasks and performance periods for completion of agency work orders.
- Supports and implements techniques for evaluating CFMO fire and safety programs.
- Evaluates the effectiveness of processes, methods and programs.
- Conducts facility inspections at TXARNG facilities on a regular basis.
- Provides support in the development, implementation and scheduling of preventative maintenance programs.
- Collaborates with staff and key stakeholders to identify and resolve program issues.
- Prepares and reviews reports on the effectiveness of program activities and makes recommendations for improvement.
- Partners with the agency Electronic Security Program Manager and subject matter experts to develop, implement, and monitor program guidelines, policies, and procedures, ensuring compliance.
- Collaborates with staff on program issues and challenges to identify and implement effective solutions.
- Assists in planning, implementing, coordinating, monitoring, and evaluating regional maintenance and construction activities.
- Contributes to the development and recommendation of program guidelines, policies, and procedures; monitors compliance with policies.
- Assists in the preparation of Fire and Safety program budget requests.
- Assists and conducts special investigations, program analyses, inspections and facility research studies, providing recommendations for improvements.
- Assists in the preparation of training manuals, operational guides, educational materials, and public information programs.
- Provides training and technical assistance in Fire and Safety program areas.
- Assists and oversee the operation, maintenance, care and protection of buildings and locations as needed.
- Assists in the management of work orders via the Planning Resource for Infrastructure Development and Evaluation (PRIDE) Web system, including entry and closure.
- Assists with entering and closing purchasing requests through the Centralized Accounting and Payroll/Personnel System (CAPPS).
- May train others.
- Performs related work as assigned.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
MINIMUM QUALIFICATIONS
EDUCATION:
- Graduation from an accredited four-year college or university is required. (Substitution Allowed)
PREFERRED EDUCATION:
- Graduation from an accredited four-year college or university with major coursework in engineering, fire sciences, construction management, project management, or a related field is preferred.
EXPERIENCE:
- Three years’ experience conducting fire/safety inspections and in the administration of fire suppressions systems, electronic security systems and fire/safety related building programs in a commercial, municipal, or government environment is required.
- Experience using Microsoft applications (Microsoft Word and Excel) is required.
PREFERRED EXPERIENCE:
- Experience in facility fire and safety equipment repair
- Experience with fire and safety regulations and procedures
- Experience with developing, implementing and managing budgets
- Experience in writing scopes of work for facility fire and safety equipment repair or replacement that are required
- Experience working in a senior military staff environment
- Experience using the Military Decision-Making Process (MDMP)
- Experience using online collaboration tools such as Microsoft SharePoint
- Additional years of experience conducting fire/safety inspections and in the administration of fire suppressions systems, electronic security systems and fire/safety related building programs in a commercial, municipal, or government environment may substitute for required education and/or experience on a year-per-year basis.
REGISTRATION, CERTIFICATION OF LICENSURE:
- National Fire Protection Association (NFPA) Training Certification is preferred.
- Valid driver’s license is required. *The ability to obtain a Texas Driver’s License will be required within first 30 days of employment. A satisfactory driving record is required for driving state or federal vehicles to conduct agency business.
OTHER REQUIREMENTS:
- Background Investigation. Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.
- Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.

PHYSICAL/ WORKING CONDITIONS
Work is performed both inside and outside. When inside, incumbent is exposed to normal office temperatures and noise. When outside, incumbent may be required to work and exposed to seasonal inclement weather. Work typically involves standing, walking, and working with hand and power tools. May lift, carry, move, and/or set up equipment and materials that weigh up to 40 pounds. Must be able to operate a vehicle and travel extensively throughout in the region. Must be able to perform fieldwork that sometimes involves walking long distances and exposure to potential hazards (heat, rain, insects, snakes, etc.).
