BRIEF POSITION SUMMARY
Performs advanced (senior level) security enforcement oversight, planning, and implementation work. Responsible for directing and coordinating the security functions of Camp Bowie Training Center to safeguard priority resources, buildings, personnel, and other equipment belonging to the Texas Military Department (TMD) and Department of Defense (DoD). Performs associated administrative duties for all security-related functions to include preparing shift schedules; inventory maintenance of related equipment and uniforms; reviewing and approving time entries and record maintenance. Trains, supervises, and oversees assigned security personnel. Reports to the Security Operations Manager and works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Provides day-to-day supervision and direction to multiple shifts of security personnel responsible for guarding and patrolling property against loss or damage from fire, theft, vandalism, accident, or trespass while maintaining order and protecting life.
- Oversees, monitors, and authorizes entrance and departures of employees, visitors, and other persons to maintain security of installation.
- Ensures rules and regulations governing the access to and use of public facilities are enforced.
- Oversees and responds to alarms and investigates events.
- Directs patrols of State and Federal buildings and grounds; watches for unauthorized persons, fires, and unusual occurrences; and reports emergencies immediately upon discovery.
- May detain, or direct detention, of suspects in cases of unauthorized entry onto installation premises and work areas; malicious mischief; or other violations.
- Coordinates with Base Operations Staff to dictate the direction of flow of traffic and parking of vehicles.
- Evaluates and makes recommendations for changes to security regulations; explains traffic and parking regulations.
- Makes special arrangements for handling unusual parking and traffic issues.
- Oversees and monitors video surveillance systems, and access control systems.
- May perform sensitive system management of personnel files directly associated with access control and video surveillance systems, including retrieval and preservation of evidentiary materials.
- Develops and maintains tracking of records for all training required by TMD, Appendix 3 of the MCA, and Department of Public Safety Private Security Bureau.
- Develops, implements, and tracks the security officer training program.
- Participates in all mandatory training on security duties and responsibilities.
- Manages staffing, schedules and time keeping for assigned security officers using Centralized Accounting and Payroll/Personnel System (CAPPS).
- Maintains and updates security officer equipment and gear required for duty.
- Mediates disputes between TMD personnel and visitors using Inter-personal Communication (IPC) skills.
- Collects and reviews all daily logs of security functions for the day.
- Briefs Senior Shift Leaders on mission requirements ensuring operational information is disseminated appropriately.
- Reviews and subsequently approves or disapproves leave requests to ensure optimal staffing levels are on-hand to support mission requirements.
- Establishes, fosters and maintains effective working relationships with local, state and federal law enforcement entities.
- Responsible for all site-specific CAPPS requisition inputs and receives invoices for payment to vendors.
- Reviews and reconciles vehicle usage, fuel usage and maintenance reports for all motorized vehicles under their charge.
- Signs the quarterly and annual sub-hand receipt and submits to the Security Operations Manager.
- Participates in the development of Security Force program goals and objectives, to include budgetary requirements at the organization level, projected training requirements, and the review and/or updating of policies and procedures.
- Participates in the selection of new security personnel and equipment.
- Supervises the work of others.
- Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
- May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends.
- Performs all other duties as assigned.
MINIMIUM QUALIFICATIONS
EDUCATION:
- Graduation from a standard senior high school or equivalent is required. High school diploma and/or transcript, from an institute of higher education, must be furnished to HR upon employee orientation.
EXPERIENCE:
- Four years of experience in a peace officer, law enforcement, military or security related role is required.
- Three years of experience in a team lead or supervisory role is required.
- Experience with Microsoft Office applications to include Word, Outlook and Excel is required.
REGISTRATION, CERTIFICATION OR LICENSURE:
- Valid driver's license (DL) is required. * Texas Driver’s License will be required within first 30 days of employment. If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business. Copy of DL must be furnished to HR upon employee orientation.
- Must be able to obtain a valid Level III Commissioned Officer License issued by Texas Department of Public Safety (DPS) Private Security Bureau (PSB) within 6 months of hire. (Preferred at the time of hire).
OTHER REQUIREMENTS:
Minimum standards for employment with Texas Military Department Security Forces consists of the following. Failure to maintain standards may be cause for termination.
- Selected candidate must pass federal security background investigation in accordance with Army Regulation (AR) 190-56. The process includes a National Agency Check (NACLC/T3) with a review of local records, credit, fingerprints, arrest and criminal history. New employees must complete and sign the Office of Personnel Management (OPM) Form SF86 within the first two weeks of employment. Completed forms are submitted to the OPM for the background investigations.
- Must qualify annually and carry duty weapon(s).
- Must be able to demonstrate proficiency in proper escalation and de-escalation in the use of force, including deadly force, during training scenarios and real-world events.
- Must be able to successfully pass required training and maintain annual certifications.
- May be required to work overtime, or hours other than their regular working hours, during an emergency situation or public necessity.
- May be required to work holidays, weekends, extended hours and/or rotating shifts provided with or without notice to ensure support of business operations.
- Must be able to respond to emergency situations, provide support for on-call situations, and perform duties at different locations to meet business needs.
- May be required to perform other duties as assigned (by military or state personnel) including, but not limited to, required training and working alternative shifts, as necessary.
- May be required to sign a confidentiality agreement not to disclose For Official Use Only (FOUO) or Law Enforcement Sensitive (LES) information to unauthorized persons.

PHYSICAL/WORKING CONDITIONS
Work is typically performed in varied settings involving standing, walking, and sitting for extended periods of time. Security Officers perform duties outdoors during inclement weather conditions. Security Officers work with local law enforcement and emergency responders, use personal computers and the telephone to conduct daily business. This position must be able to regularly lift, carry, move and/or set up equipment and materials that weigh up to 40 pounds. Must be able to shoot, move and communicate as a member of a team and run or move quickly for short distances with required duty gear and weapon(s).
MEDICAL REQUIREMENTS
Per Directive Number 1202.01, and in accordance with (IAW) the Army National Guard Security Cooperative Agreement, Appendix 3, all personnel employed by TMD who perform security duties must meet annual medical screening and drug testing requirements.
Initial hire: Applicants will complete the Health Self-Certification and Hold Harmless Agreement to confirm their ability to perform the Physical Ability Test (PAT) and agree to hold TMD harmless for any damage or injury that may occur during the PAT conducted prior to employment. All agreements will be signed and notarized before the initial interview. Applicants unwilling to complete this agreement will be ineligible for employment with TMD as a Security Officers.
Periodic medical evaluation must be performed annually at the agency’s expense to certify whether the individual is medically fit to perform the essential job functions, with or without reasonable accommodation, identify any health condition that may be substantially aggravated by the job, and evaluate an individual’s health and fitness to take the Physical Ability Test (PAT), and serve as a baseline for tracking health trends.
Drug Use: May be subject to periodic drug testing.
Hearing: The applicant must meet the minimal standard with or without hearing aids of 35 decibels or better in each of the four frequencies: 500, 1000, 2000, and 3000 Hz; to include long distance, directional, and voice conversation hearing.
Vision: The applicant must have distance vision at least 20/30 in one eye and 20/100 in the other, or 20/40 in one eye and 20/70 in the other, and near vision should be correctable to 20/40 binocularly (both eyes open). Uncorrected binocular visual acuity should be at least 20/100. Individuals should be able to discriminate between vivid red and green colors (lights and placards). Additionally, individuals should have at least a total horizontal visual field of 120 degrees and at least a total vertical visual field of 40 degrees.
PHYSICAL AGILITY TEST
Per Directive Number 1402.03, the Physical Agility Test (PAT) serves to provide a measure of the individual’s preparedness to successfully accomplish the essential functions of the position.
Initial Hire: The primary PAT will be conducted prior to interview for applicants to demonstrate the ability to perform essential job functions. Applicants must complete the Health Self-Certification and Hold Harmless Agreement before participating in the primary PAT. Only applicants who have completed the primary PAT will be interviewed and considered for employment. Successful completion of the primary PAT is not a guarantee of employment.
Current employees will conduct PAT within one year of the date of their initial medical clearance; thereafter, passing the record PAT is required annually. PAT includes the following activities:
- 25 feet dummy drag in under 15 seconds: This event demonstrates the ability to pull an injured individual out of the line of fire to a position of cover.
- 100 meter run in under 30 seconds (females) or 25 seconds (males): This event demonstrates anaerobic capacity used in high intensity baton and defensive tactics training and emphasizes the importance for performing short, intense bursts of effort.
