ESSENTIAL JOB FUNCTIONS
- Leads daily accounting functions, which includes Accounts Payable, Accounts Receivable, Cash Receipts, and Travel.
- Assists the CFO in the preparation of the Annual Financial Report (AFR) of the School in accordance with generally accepted accounting procedures and reporting guidelines for state agencies as established by the State Comptroller’s Office.
- Leads the reconciliation of expenditures and revenues between USAS and CAPPS; leads the reconciliation of expenditures and revenues between CAPPs and Legacy accounts (Legacy Fund, Student Activity, Student Trust, etc.). Ensures that all correcting entries are properly recorded and posted in the respective accounting systems.
- Recommends and implements accounting policies and procedures to oversee the School’s travel functions and the travel card program. Establishes and maintains a system of internal controls to safeguard the School’s financial assets and ensures the accuracy of financial records and information.
- Works with the CFO to oversee all accounting audits, including the timely compilation of requested information to auditors and addressing all audit issues. Oversees all accounting PIR requests.
- Assists the CFO with Legislative Appropriation Request (LAR) and Operating Budget preparation.
- Mentors and develops the accounting team to foster a collaborative and high-performing work environment. Provides technical assistance to accounting team members handling complex accounting transactions.
- Establishes and maintains effective working relationships with supervisor, colleagues, directors/principals, team members, and the public with an emphasis on providing excellent customer service to exemplify the core values of the School. Provides timely and effective communication with all internal and external stakeholders.
- Handles multiple projects in a fast-moving working environment. Active participant and contributor to the Business Office’s team environment. Understands and supports the core mission of the School.
- Serves as the alternate Public Funds Investment Officer to CFO. Serves as the alternate Agency Security Coordinator for USAS and CAPPS information systems. Serves as Level 1 CAPPS Financial support.
- Must attend work regularly in accordance with TSBVI leave policy and procedure.
- Complies with all agency policies, procedures and handbooks.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS
- Graduation from an accredited four-year college or university with a degree in accounting, finance, or business-related subject plus 2 years of full-time experience in budget preparation, accounting, auditing, financial planning or management, or positions which provided knowledge of public sector budgetary controls, administrative procedures, and related state and federal regulatory laws. Experience may be substituted for education.
- Experience using Microsoft applications to include Microsoft Word and Excel.
- Skill in communicating effectively with other divisions, various state agencies, federal agencies and state leadership offices.
PREFERRED QUALIFICATIONS
- Certified Public Accountant (CPA) or Master of Business Administration (MBA).
- Experience in utilizing the Uniform Statewide Accounting System (USAS), CPA FMQuery-SIRS, and Business Objects
- Experience with Centralized Accounting, Payroll and Personnel System (CAPPS).
- Experience with Automated Budget Evaluation System of Texas (ABEST).
Salary : $5,167 - $8,463
