Job Description Summary / TWC Summary
Under direction of the Vice President for Human Resources and Payroll Services, the HR Manager is responsible managing the administrative, financial, budgetary and assists with the planning and administration of the University’s compensation and job classification plan. Prepares salary analyses, conducts special compensation studies, and participates in salary surveys. Reviews and approves job descriptions and reviews and audits job postings and EER-Employee Action to Change Forms.
Essential Duties Summary
- Manages the funds of the department to cover expenses related to needs of the staff in carrying out job responsibilities including travel, accounts payable/receivable, procurement, and personnel. Provides financial accountability and ensures compliance with state, university and external funding agency guidelines and general accounting-related issues within the department.
- Responsible for set-up and assignment of annual trainings to all campus-wide employees, enrollment of new employees into the online training system, preparation of reports of completions of campus-wide training. Prepares and manages campus-wide email notices of trainings and training periods and assists with customization of training modules for online training system.
- Responsible for the addition of new employees to the online staff appraisal system, updating current staff to the correct supervisors, changing job titles as needed, and assigning each staff the appropriate appraisal type for his/her title. Prepares and manages campus-wide email notices of appraisal periods and instructions for completions.
- Acquires and checks reports of service years for campus-wide employees to determine faculty/staff that are due recognition during annual Tiger Awards ceremony, prepare certificates and order pins for each employee being recognized.
- Receives and checks reports to determine faculty/staff that have retired and should be recognized during annual Retirement Event. Sends letters, email notices to retirees, prepare invitations and programs, send notices to administrators, deans, other employees, and plan musicians/caterers/gifts to be presented.
- Advises and assists managers and hiring authorities regarding appropriate classifications and salary/hiring ranges to be used job vacancies. Develops job vacancy templates, validates hiring and salary ranges, and provides compensation approval of job requisitions in the PeopleAdmin system.
- Writes and revises job descriptions using standardized job description format and methods. Maintains and updates the on-line job description database, job title inventory and salary structure. As needed, draft and/or updates compensation policies and procedures for review and approval by management. Works with web developers to update and maintain the compensation website.
- Responds to internal/external inquiries regarding compensation policies and procedures. Troubleshoots compensation issues and makes recommendations to managers on appropriate methods to resolve compensation and salary issues.
- Reviews and certifies the accuracy and completeness of personnel action forms for job title, salary, and job status compliance.

Education
Master’s Degree from an accredited college or university.
