Job Summary
The Human Resources Business Partner (HRBP) is the primary resource to create and supporting the alignment between Human Resource and Business strategy. Performs varied and complex administrative duties in the management and coordination of the day-to-day administrative operations of employment, compensation, benefits processing and other Human Resource services. The HRBP will aligned to business units, business leaders, and provide HR support for building organizational capability to achieve current and future business objectives through the development of proactive Human Resources practices. The HRBP will manage and resolves employee relations issues, investigations, resolution, performance management, talent acquisitions, succession planning, leadership development and developing and implement strategic and tactical initiatives that drive and support desired short and long-term business goals and objectives.

Essential Duties and Responsibilities
  • Provides leadership, direction, and guidance for the development and operational activities to achieve the department’s long- and short-range goals and business objectives.
  • Oversees the administration benefits, pay, and hiring processes using the College’s administrative enterprise software in the areas of hiring, termination, pay rate adjustments, transfers of staff, promotions/demotions, supplemental/stipend payments, faculty substitute pay, and other benefits.
  • Responsible for the administration of employee benefit plans including health coverage, dental, vision, life and short- and long-term disability insurance. Provides guidance regarding insurance plans to college employees (either individually or in groups).
  • Oversees completion of benefit enrollment and/or claim forms, contracts insurance representatives as needed to assist with disputed employee benefit claims.
  • Serves as administrator for the college’s insurance plans and responsible for reviewing the enrollment, and information updates for eligible employees.
  • Assist with the management of the College’s compensation and benefits program, which include the State of Texas’ TRS/ORP retirement programs and State of Texas Employee Retirement System (ERS) employee insurance programs.
  • Responsible for the management the Americans with Disabilities Act/504 process; implements a system to track and ensures compliance with the ADA/504 rules and regulations.
  • Oversees the Family Medical Leave Act process; ensures policy and procedure in compliance with the FMLA rules and regulations.
  • Oversees the maintenance and management of the College’s employee records.
  • Prepares internal and external workforce demographic reports.
  • Communicates, and educates employees regarding HR benefits and compensation.
  • Prepares reports using query tools and the College’s enterprise system and other software, including Excel, for institutional reporting, including IPEDS. Responsible for the development of salary surveys, key performance indicators and other data tracking responsibilities.
  • Oversees the preparation of surveys and Federal and state reports.
  • Responsible for the supervision of Human Resources staff and student employees.
  • Serves as an HR consultant to the different business units and business leaders on Human Resources matters to help support college strategic goals.
  • Serves as a Colleague (HRIS) subject matter expert for payroll and benefits processing.
  • Completes federal and state compensation and employee workforce reports and surveys.
  • Works with the College’s Information Technology Services staff in the testing of HR administrative software.
  • Attends board meetings as needed in the absence of the Associate Vice President of Human Resources.
  • Attends the workplace regularly, reports to work punctually and follows a work schedule to keep up with the demands of the worksite.
  • Completes duties and responsibilities in compliance with college standards, policies and guidelines.
  • Uses interpersonal skills and makes sound judgments to decide how duties and responsibilities are completed between coworkers, the supervisory chain, faculty, staff, students, and customers.
  • Completes all required training and professional development sessions sponsored by Texas Southmost College (TSC).
  • Supports the values and institutional goals as defined in the College’s Strategic Plan.
  • Working hours may include evenings, holidays or weekends depending on deadline requirements and special events.
  • Serves as Title IX Coordinator.
  • Performs other related duties as assigned.

  • Demonstrated organizational skills in handling, directing, and prioritizing multiple and complex assignments/projects and maintaining records.
  • Capability of organizing, conceptualizing, and prioritizing objectives.
  • Strong organizational skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • In-depth knowledge of Federal, State and local employment laws; the State Education Code; and other applicable laws and legal requirements as they relate to public higher education in Texas.
  • Ability to work independently, according to established schedules and to complete assignments and projects, as per defined timelines.
  • Ability to establish and maintain positive and effective working relationships with students, college employees and the public.
  • Ability to communicate effectively, both orally and in writing; define problems, collect data, establish facts, draw valid conclusions, and effectively present information to top management, public groups, and other groups.
  • Experience in working effectively in a team environment with a customer service focus.
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
  • Problem solving skills and the ability to lead, instruct, handle a large variety of details and to work with all levels of the organization.
  • Proficient in the use of e-mail, word processing, spreadsheet, database, and presentation software and use of the Internet to access data, maintain records, generate reports, communicate work with others in a leader role.

Required Education and Experience
  • Bachelor’s degree in Human Resources, Public Administration, Business Administration, or related field from an accredited university.
  • Minimum of four (4) years of supervisory experience in Human Resources including direct experience in employee benefits, compensation, investigations, conflict resolution, FMLA, ADA and workers compensation claims management.
  • Experience in establishing, managing, and delivering Human Resources processes and procedures; along with identifying and working with continuous improvement projects.

Preferred Education and Experience
  • Master’s degree in a related field from an accredited university.
  • SHRM or HRCI Certification
  • Work experience in Human Resources in a higher education setting.
  • Experience in the Title IX administration.
  • Experience in SACSCOC accreditation process
