GENERAL DESCRIPTION:
The successful applicant will perform human resources management work for the State Classification Team, located within the State Auditor’s Office. Classification Analysts review, update, and ensure proper maintenance of the State’s Position Classification Plan (Plan); conduct job classification reviews at state agencies to ensure compliance with the Plan; prepare reports for the Texas State Legislature and provide guidance on state leave issues.
ESSENTIAL JOB FUNCTIONS:
Classification Analyst
Bachelor’s degree in human resources management, business or public administration, political science, or a related field. Two years of experience in human resources management or a related field.
Senior Classification Analyst
Bachelor’s degree in human resources management, business or public administration, political science, or a related field. Four years of human resources experience including two years of experience in compensation and job analysis. Education and experience may substitute for one another on a year per year basis.
KNOWLEDGE, SKILLS, & ABILITIES:
Experience in public sector human resources. Desired certifications include: Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), Society for Human Resource Management Certified Professional (SHRM-CP), Society for Human Resource Management Certified Senior Professional (SHRM – SCP), or Certified Compensation Professional (CCP) certification.

ESSENTIAL JOB FUNCTIONS:
- Serves as either a team member or project manager for various projects
- Performs professional human resources work advising and assisting management at state agencies and higher education institutions, and auditors within the State Auditor’s Office regarding human resources related matters such as employee classification, compensation, leave statutes, salary administration, and general workforce issues such full-time employee reporting and employee turnover
- Performs classification compliance audits at state agencies which includes reviewing employee positions to ensure that employees are properly classified in accordance with the State’s Position Classification Plan
- Prepares reports for the Texas State Legislature on various human resources topics
- Develops and revises state job descriptions
- Researches, collects, and analyzes data
- Monitors and collaborates with the Information Technology team to help maintain human resources database systems
- Participates in and analyzes data from national, state, and local salary surveys
- Senior Classification Analysts also testify before legislative committees and works with staff within the State Auditor’s Office on reviewing legislative bills and developing fiscal notes and make formal presentations at various human resources organizations or at state conferences. Senior Classification Analyst lead projects as assigned and are responsible for planning and completing a significant aspect of the project. May participate in developing and presenting professional development classes internally or on-line

- Skill in data analysis; using computer software programs such as Microsoft Office applications, Human Resources Information Systems, Tableau, PowerBI, or other data visualization systems; and effectively managing multiple priorities
- Ability to maintain sensitive and confidential information, to establish and maintain effective working relationships, to meet tight deadlines, and to communicate effectively both orally and in writing
Experience in public sector human resources.
