WHAT YOU WILL DO:
The Contract Specialist IV performs advanced (senior-level) procurement and contract management work with VR contracts to assist Texans with disabilities to return to the workforce. Work involves developing, managing, monitoring, risk assessment, and evaluating contracts. May supervise the work of others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.
- Process agency vocational rehabilitation contracts and amendments.
- Review and assist with the development of high-profile scopes of work
- Perform contract management and monitoring functions for assigned contracts.
- Perform contract closeout activities according to TWC policy.
- Oversee compliance with contract performance standards.
- Maintain documentation and database records for contracts.
- Perform other duties as assigned.
YOU QUALIFY WITH:
- Four years of full-time experience in contract development, management, evaluation, monitoring, or training of contract providers or customers; or in the delivery of workforce development services which included contract development, management, evaluation, monitoring, or training of contract providers or customers.
- Relevant academic credits may be applied toward experience qualifications for this position.
- Certification as a Certified Texas Contract Developer (CTCD) or Certified Texas Contract Manager (CTCM). A minimum of one of the two certifications must be obtained within six months of employment.
- Experience coordinating competitive solicitations e.g., Requests for Proposals (RFPs), for the State of Texas.
- Experience in technical writing, procurement processes, and contract development.
- Experience in facilitation, customer service, and data analysis.
- Strong communication and organization skills with attention to detail.
- Establish and maintain cooperative and constructive work relationships.
- Strong ability to train others.
Duty requires up to 10% travel within the state of Texas and the ability to lift 20 pounds.
