Job Summary:
We are seeking a highly skilled and experienced Onsite Temporary Area Manager with expertise in debris removal, GIS (Geographic Information Systems), FEMA (Federal Emergency Management Agency) processes, and USACE (U.S. Army Corps of Engineers) operations. The ideal candidate will be responsible for overseeing debris removal activities within a designated area, coordinating with FEMA and USACE, and ensuring compliance with regulations, safety standards, and effective use of GIS technology. This position requires hands-on management and leadership to ensure timely and efficient project execution.

Key Responsibilities:

  • Debris Removal Oversight:

    • Manage and supervise debris removal operations across a designated area, ensuring compliance with federal, state, and local regulations.
    • Coordinate with contractors and subcontractors to ensure safe and effective debris removal processes.
    • Maintain accurate records of debris collection and removal, ensuring proper documentation for FEMA reimbursement.
  • GIS Application and Management:

    • Utilize GIS technology to track, map, and report debris removal progress.
    • Manage GIS data and mapping efforts to ensure real-time situational awareness and reporting.
    • Provide GIS support for the analysis, reporting, and management of debris removal operations, including tracking quantities and identifying problem areas.
  • FEMA Coordination:

    • Act as the primary point of contact with FEMA representatives to ensure proper documentation for reimbursement.
    • Ensure all debris removal activities comply with FEMA guidelines and regulations.
    • Assist with the preparation of reports, claims, and other documents required for FEMA funding.
  • USACE Coordination:

    • Collaborate with the U.S. Army Corps of Engineers (USACE) to align debris removal operations with federal guidelines and support.
    • Ensure that all debris removal activities comply with USACE protocols and policies, including environmental considerations and safety regulations.
  • Team Leadership & Supervision:

    • Supervise and lead field teams involved in debris removal activities, providing clear direction, ensuring adherence to safety protocols, and fostering a collaborative work environment.
    • Provide daily reports on project status, potential issues, and resolutions to upper management.
  • Quality Control and Compliance:

    • Monitor quality control processes to ensure debris is being removed in an efficient and compliant manner.
    • Conduct regular inspections to ensure safety, quality, and regulatory compliance.
  • Problem-Solving & Decision-Making:

    • Act quickly to resolve issues as they arise, including delays, safety concerns, and logistical challenges.
    • Make decisions related to resource allocation, scheduling, and work prioritization to meet project deadlines.

Qualifications & Requirements:

  • Experience:

    • Minimum of 5 years of experience in debris removal management, preferably in emergency response or disaster recovery.
    • Strong background in GIS technology and its application in disaster management.
    • Previous experience working with FEMA and/or USACE on disaster recovery operations is required.
  • Technical Skills:

    • Proficient in GIS software and mapping tools (ArcGIS or similar platforms).
    • Familiarity with FEMA regulations and guidelines for debris removal and recovery operations.
    • Understanding of USACE protocols and operational procedures.
  • Leadership & Communication:

    • Strong leadership skills with the ability to supervise and motivate field teams.
    • Excellent communication skills to effectively liaise with contractors, FEMA representatives, USACE personnel, and internal stakeholders.
    • Ability to handle high-pressure situations and make decisions under tight deadlines.
  • Other:

    • Must be able to work onsite in potentially challenging environmental conditions.
    • Must have a valid driver’s license and reliable transportation.
    • Ability to work flexible hours, including evenings and weekends, as required.

Preferred Qualifications:

  • FEMA ICS (Incident Command System) certifications.
  • USACE project management experience.
  • Environmental certification or experience with environmental compliance in debris removal projects.

Physical Requirements:

  • Ability to work in outdoor and possibly hazardous environments.
  • Physical ability to perform site inspections and manage debris removal operations in the field.
