Job Summary:
The Payroll Manager manages a team responsible for processing the weekly and bi-weekly payroll for over 14,000 employees (multi-state, union and non-union). The incumbent is responsible for driving timely, accurate, and compliant payrolls, improving full-cycle processes, driving quality service, providing analysis and reporting where needed, and ensuring compliance with relevant local and national regulations and standards.
Responsibilities:
- Manage a team of payroll professionals to ensure that payroll processing is accurate and on a timely basis, earnings are appropriately paid to employees, and taxes, garnishments, and benefits deductions are withheld and in compliance with all local, state, and federal laws.
- Manage the recruitment, performance management, development, daily workflow, and task prioritization of department staff.
- Act as point of escalation and work to identify, track, document, and resolve errors and risks.
- Establish and manage best practices as it relates to full-cycle payroll processing, reconciliation, and record-keeping.
- Monitor governmental and statutory requirements for tax obligations and wage payments.
- Analyze and identify areas for improvement, and develop and implement corrective action plans with an emphasis on process automation, elimination of manual work, elimination of errors/rework, and creating efficiency.
- Develop internal controls to ensure the quality and efficiency of all payroll functions and regulatory compliance.
- Collect information and statements for audits, including preparation of records and documentation for both internal and external auditors.
- Collaborate cross-functionally with multiple teams across Human Resources, Accounting and Finance on payroll related transactions and projects
- Manage setup of payroll for newly established entities and support expansion to new divisions.
- Ownership and point of contact for all third-party service providers vendors.
- Ad hoc reporting, analysis, and reconciliation of data.
Requirements:
- Bachelor's degree or equivalent combination of education and experience.
- Seven years of experience processing multi-state payroll.
- 3 years of experience in a management capacity.
- Experience processing payroll for both union and non-union employees.
- CPP certification a definite asset.
- Proficiency with MS Office Suite, including advanced Excel.
- Strong leadership skills balanced with a willingness to play a 'hands-on' role.
- Excellent understanding of multi-location payroll and local, state and federal rules and laws on payroll taxes.
- The ability to translate business objectives and unmet needs into a clear vision and roadmap, with rigorous requirements, then support the execution of that vision.
- Outstanding communication and interpersonal skills, including experience working directly with users and collaborating across internal teams to deliver complex projects.
- Ability to communicate business needs to technical people and to communicate and simplify complex technical information for non-technical users.
- Strong problem-solving skills and the ability to analyze data, draw conclusions, and develop actionable recommendations.
- Strong project and time management skills; knowledge of project management methodology.
