WHAT WE ARE LOOKING FOR: Bilingual Caseworker


Job Purpose

The Commercially Sexually Exploited Youth (CSEY) Advocacy Program is an essential initiative of the Texas Governor’s Office, addressing child sexual exploitation. CSEY Caseworkers provide 24/7 crisis response and long-term, trust-based relational support to survivors aged 24 and younger in the assigned counties (Cooke, Grayson, and Fannin). Caseworkers work in close collaboration with survivors, law enforcement, child welfare agencies, juvenile justice systems, healthcare providers, and other stakeholders to support survivor-centered goals and help survivors build the strength needed to participate in the investigation and prosecution of exploiters.

 

Additionally, this role may include performing A21 Caseworker duties in the DFW metroplex, supporting minor and adult survivors of human trafficking through aftercare services both at and outside the A21 Texas Freedom Center.

 

Key ResponsibilitiesDirect Support for Survivors

  • Conduct screening interviews to identify victims of trafficking and assess their needs.
  • Provide emotional and psychological support, including referrals to therapeutic services.
  • Address basic needs (e.g., food, clothing) as necessary.
  • Collaborate with law enforcement, DFPS, juvenile detention centers, NGOs, and other agencies to ensure survivors receive the best possible care.
  • Accompany survivors to appointments (e.g., law enforcement, medical, legal) as needed.
  • Assess survivors’ risk factors and implement safety plans accordingly.
  • Complete behavioral and situational assessments and screenings as per A21 policies (e.g., CSE-IT, ASO, DASS, AUDIT).
  • Assist survivors in obtaining vital documentation (e.g., IDs, birth certificates).
  • Utilize language interpretation services as needed.
  • Assist with safe accommodation arrangements when applicable.
  • Coordinate survivor relocation services (A21 SRS) in collaboration with the Operations Manager.
  • Maintain accurate documentation and reporting in compliance with A21 policies.
  • Facilitate A21 Restore Life Programs, tailored to survivors’ individual needs.
  • Draft Survivor Financial Support Agreements and submit them for approval.
  • Support survivors in:
    • Building healthy relationships and reintegrating into society.
    • Pursuing educational and vocational opportunities.
    • Finding employment and housing.
    • Understanding government systems they may interact with.
  • Accompany survivors to criminal court proceedings, coordinating with law enforcement and prosecutors to remove participation barriers.
  • Participate in CSEY-related Care Coordination Team meetings, providing updates and collaborating on survivor care.

Crisis Response

  • Provide 24/7 emergency response, ensuring a 90-minute response time when on-call within the CSEY service area.
  • Respond to crisis situations, including:
    • Screening potential victims to assess eligibility for A21 services.
    • Transporting survivors to or from an A21 program.
    • Assisting with emergency medical responses.

Collaboration with External Agencies

  • Build and maintain strong partnerships with government and non-governmental organizations.
  • Coordinate and participate in identification operations and legal proceedings led by authorities.
  • Support the Operations Manager in fostering collaborative relationships to enhance survivor services.

Additional Responsibilities

  • Provide language translation services for non-English speaking survivors.
  • Attend A21 staff meetings and monthly supervision with a licensed provider (costs covered by A21).
  • Adhere to A21 Child Protection and Vulnerable Adults Safeguarding Policy.
  • Complete A21 Psychological First Aid Training.
  • Participate in A21 Reach, Recover, and Restore Programs as assigned.
  • Maintain continuing education (CE) requirements and CPR/First Aid certification.
  • Contribute to the daily operations and positive culture of the DFW Freedom Center, including hosting guests and maintaining a clean workspace.

Qualifications & Requirements

 

Essential

  • Education: Bachelor’s degree in Social Work, Psychology, Clinical Counseling, or a related field.
  • Experience: Minimum two years in social work, psychology, or clinical counseling.
  • Skills & Competencies:
    • Strong interpersonal and communication skills (verbal and written).
    • Ability to manage crisis situations with trauma-informed care.
    • Effective case management and organizational skills.
    • Strong leadership and collaboration abilities.
    • High integrity and ability to maintain confidentiality.
    • Experience working with government agencies and NGOs.
    • Proficiency in Mac applications (Google Docs, Zoom, etc.).
  • Other Requirements:
    • Bilingual (English Spanish).
    • Ability to pass law enforcement and DFPS background checks.
    • Commitment to racial, gender, and social equity.
    • Flexibility in work hours, including evenings and occasional weekends.
    • Commitment to A21’s values and ethical standards.

Desirable

  • Master’s degree in Social Work, Psychology, Clinical Counseling, or a related field.
  • Experience in case management or community-based social work.
  • Valid driver’s license with a clean record.
  • Survivors of trafficking are encouraged to apply.
