We have an opportunity to join the Alliance as an Associate Counsel in the Legal Services Department.This position is remote and can be filled anywhere within California.WHAT YOU'LL BE RESPONSIBLE FOR Conducting legal, regulatory, and healthcare-related research and providing advice to Alliance leadership and staffCoordinating and managing legal matters in collaboration with external counselProcessing and negotiating complex contracts and acting as a contracts subject matter expert and resource to Alliance staffProviding review and guidance related to subpoenas and other legal inquiriesABOUT THE TEAM Our mission is to assess and manage risk, ensure legal compliance with business and health care requirements, and interpret and implement the law in a manner that is consistent with the Alliance’s mission to arrange for health care and other services to some of the most needy and underserved members of our local community, and the Alliance’s ethos to conduct its operations ethically. We are the stewards for Alliance contracts and provide legal counsel as needed to the entire organization. We are very active in the legal and contractual space, managing the contract lifecycle from creation through termination and expiration. We also provide legal advice to management and staff related to operations, strategic initiatives, and matters of legal and regulatory compliance.WHAT YOU'LL NEED TO BE SUCCESSFUL Knowledge of : Health care lawsResearch, analysis, and reporting methodsKnox-Keene Health Care Service Plan Act and Regulations, Affordable Care Act, Health Insurance Portability and Accountability Act (HIPAA), Federal requirementsState regulatory agencies, such as DHCS, Centers for Medicare and Medicaid Services (CMS), and Department of Managed Health Care (DMHC)Regulatory requirements for public agencies in the delivery of health care servicesMedi-Cal, Medicaid, and / or Medicare rules and regulationsPrinciples and practices of contract negotiation and review, including the methods, tools, and techniques associated with contract development, review, implementation, and managementAbility to : Provide prudent legal recommendations and counsel to executive team membersDevelop legal strategies and objectives, analyze case law, and make recommendationsPerform risk assessment, anticipate and respond to risks, and provide risk mitigation supportCollaborate with external third-party counselProvide advice and perform legal research related to regulatory issues, provider and vendor contracting, and general healthcare compliance mattersIndependently negotiate contract provisions within scope of assigned authority and prepare, proofread, and edit contractsEducation and Experience : Juris Doctorate degree from an accredited law school, admitted to and in good standing with the State Bar of California, and possession of an active license to practice law in CaliforniaA minimum of four years of experience as a practicing health care attorney or contracts attorney, including a minimum of three years of experience performing research and analysis of legal, statutory, and regulatory information in a health care environment; or an equivalent combination of education and experience may be qualifyingOTHER INFORMATION We are in a hybrid work environment, and we anticipate that the interview process will take place remotely via Microsoft Teams.While some staff may work full telecommuting schedules, attendance at quarterly company-wide events or department meetings will be expected.In-office or in-community presence may be required for some positions and is dependent on business need. Details about this can be reviewed during the interview process.COMPENSATION The full compensation range for this position is listed by location below.The actual compensation for this role will be determined by our compensation philosophy, analysis of the selected candidate's qualifications (direct or transferrable experience related to the position, education or training), as well as other factors (internal equity, market factors, and geographic location).Typical areas in Zone 1 : Bay Area, Sacramento, Los Angeles area, San Diego areaTypical areas in Zone 2 : Fresno area, Bakersfield, Central Valley (with the exception of Sacramento), Eastern California, Eureka areaZONE COMPENSATION Zone 1 (Monterey, San Benito and Santa Cruz) : $153,839 - $246,147 USDZone 2 (Mariposa and Merced) : $139,994 - $223,995 USDOUR BENEFITS Available for all regular Alliance employees working more than 30 hours per week. Some benefits are available on a pro-rated basis for part-time employees.
