Job Description Summary:
Contracts Representative 2 supports an assigned contract portfolio for cradle-to-grave contract management or centralized functional process management, under the direction of a supervisor/manager and guidance of a mentor. This role requires knowledge of contract baselines, functional processes, and subject matter expertise in some but not all phases of the contract lifecycle, while developing a greater understanding of Draper financial acumen, program management protocols, Federal Acquisition Regulations, and external customer organizations, for a more comprehensive understanding of how to mitigate risk to the corporation through acceptable terms and conditions and diligent change management practices. The Contract Representative 2 is the official point of contact for internal and external customers for assigned areas of responsibility and proactively manages communication and standard work activities.Job Description:
Duties/Responsibilities
Oversees internal coordination of compliance actions within the cradle-to-grave contract lifecycle for a variety of agreements and contracts for our customers
Act as the official POC for customer communications within assigned area of responsibility
Initiates the creation of routine agreements via templates without significant guidance (non-exclusive TAs, IPAs, Licensing Agreements, etc.); negotiates agreements of moderate complexity, such as mid-sized government contracts or grants, evaluation/materials transfer agreements, and small commercial agreements in coordination with stakeholders and a supervisor/manager/mentor
working proposal actions as part of a cross-functional proposal team in coordination with a supervisor/manager/mentor (proposal cover letters, T & C review/analysis, draft GRAs, data assertions, correspondence, etc.); conduct thorough contract review prior to contract acceptance, and initiate contract set-up for our business systems
Document and advise on contract changes throughout the execution phase; assist with dispute resolution and cash management challenges
Conduct closeout activities to satisfy the requirements of the contract; maintain the official contract record for the corporation
Provides audit support with a direct role in communication and determination / implementation of corrective actions; may audit functional processes and systems, such as Contract set up and records management, ensuring compliance with organizational requirements on timeliness and accuracy, and tracking metrics and trends
Performs routine Draper or Government system maintenance/entry while sharing accountability for phases of Contract Management tying into Draper Business Systems
Research issues of moderate complexity, collect and analyze data, and provide options and recommendations for path forward

Demonstrated ability to manage an assigned workload as part of a cross-functional team to achieve customer focused results with a sense of urgency, accuracy, and completeness

Proficient in Microsoft Office applications and ability to learn and work in a variety of systems
Education
Bachelor’s degree in relevant field of study required; advanced degree preferred and can be considered in lieu of 2 years of experience. High School diploma with some college and four years additional work experience in lieu of bachelor’s degree.
Professional Certifications (e.g. CFCM, CPCM, etc.) preferred
Experience
Minimum of 3-5 years of relevant Government Contracting industry experience; additional years of relevant functional experience within the national security or aerospace and defense industry preferred
