PROGRAM DIRECTOR - EXTENDED DAY TREATMENT (EDT)
POSITION SUMMARY: The Program Director is responsible for case management, treatment planning, implementation of treatment interventions and discharge planning for all the children in the EDT Program. The Program Director is responsible for carrying out the treatment philosophy of the Agency and has a significant role in shaping that philosophy as a member of the Management Team. The Program Director is responsible for overseeing the admission process, the development of the treatment plan including discharge planning and the coordination of treatment for each child in the program. The employee is also responsible for ensuring an appropriate therapeutic milieu and safe environment conducive to the treatment of the children in the EDT Program. The Program Director is expected to work closely with the EDT Program Supervisor in managing the daily operations of the program. This individual is responsible for the hiring, training, and scheduling of Clinicians, Program Supervisors and Direct Care Workers. In addition, the employee is responsible for ensuring the appropriate training, coaching and supervision for these employees including progressive discipline if necessary. In carrying out the above responsibilities, the Program Director interacts with all administrative and treatment staff, as well as numerous outside agencies and other professionals, DCF, physicians, hospitals, and private consultants. The Program Director is responsible to the Vice President for Community Services. This individual is expected to perform other duties.

Accountable and responsible for the following results:
- Hires, trains, schedules, and disciplines all Clinicians, Program Supervisors and Direct Care Workers in the EDT Program.
- Creates a positive work environment for staff by attending to morale issues, training needs and system issues.
- Develops, administers, and monitors programs and young people’s participation in all activities focused on programming specifically for youth with developmental and psychiatric disabilities and/or behavioral disorders.
- Oversees, monitors, and implements treatment team philosophy at The Children's Center of Hamden.
- Ensures trauma sensitive milieu programming.
- Models appropriate team participation.
- Develops and implements appropriate admissions process.
- Supervises all staff in the development and implementation of the treatment plan including case management. Monitors the effectiveness of the treatment plan.
- Coordinates and supervises case conferences and treatment team meetings.
- Schedules psychiatric consults.
- Manages department budget: expenses and attention to revenue.
- Implements Continuous Quality Improvement (CQI) and Utilization Review (UR) studies within the department that ensure and facilitate quality service delivery.
- Reviews all reports of suicidal ideation/gestures of youth in the program and ensures that all policies and procedures are adhered to, including reporting requirements to doctors and the State of Connecticut.
- Ensures that treatment plans are revised and updated when there is a need for a change in the plan of care and at least within 15 days of admission and every 30 days from the date of admission.
- Ensures that youth are properly assessed for suicidality and/or serious risk at admission and, as needed, based upon policies and procedures thereafter.
- Maintains appropriate boundaries with staff, clients and client families. Adheres to The Children’s Center of Hamden’s Boundary Code of Ethics.
- Participates and maintains certification in all mandatory training including CCG, CPR, Fire Safety Training, Blood Borne Pathogens Training, MSDS Training, Boundary Training, EpiPen Training, and any others as assigned.
- On call for emergencies.
- Maintains records including clinical files, all forms and reports required by the State of Connecticut and any other related paperwork associated with the EDT Program.
- Is aware of agency Policies and Procedures and ensures that department manual is current by reviewing and revising as necessary.
- Ensures program compliance with Medicaid requirements.
- Ensures policies and procedures regarding access to all individuals regardless of race are enforced.
- Identifies training needs for staff regarding issues of cultural competence.
- Collects data from clients and families to ensure that they are feeling respected with regard to culture.
- Monitors and ensures that all training for employees in their department is up to date.
- Develops and monitors policies and strategies to provide ongoing assessment and maintenance of a safe environment for youth and families served in the program.
- Collects data from clients and families about their experiences and perceptions with regards to safety at the agency.
- Clinical License Required.
- 5 years of post-graduate clinical experience in child/adolescent field.
- Knowledge of programming related specifically to working with youth with developmental and psychiatric disabilities and/or behavioral disorders.
- Knowledge and ability to implement trauma sensitive treatment approaches.
- LMFT, LPC, LMSW, or LCSW required.
