PURPOSE :
Oversees the processes for preparing, distributing, and reporting payroll and pension payments. Ensures adherence to established organizational policies and compliance with government regulations in assigned payroll activities and pension duties.

KEY RESPONSIBILITIES :
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.
Payroll Administration :
- Ensure compliance with established organizational policies and requirements (e.g. human resources, finance, etc. ), as well as any federal, state, and local regulations.
- Prepare and oversee the preparation of payroll documents to record activities and issues meet compliance requirements, and provide audit references.
- Reconcile account balances to maintain accurate balances and comply with related policies, practices, and regulations. Ensure impeccable data quality at a critical internal control point.
- Research discrepancies in payroll information and documentation to ensure accuracy and adherence to procedures before processing.
- Compile data from a variety of reliable sources to analyze issues and ensure compliance with mandated requirements.
- Verify payroll-related information (e.g. time sheets, direct deposits, wage attachments, benefits, etc.) to ensure accurate distribution of funds and payroll.
- Maintain payroll records in written and electronic formats to provide an up-to-date reference and audit trail for compliance.
- Investigate and implement tax requirements for U.S. states and jurisdictions for reporting requirements internally and to the U.S. government.
- Serve as a point of contact for employee questions surrounding payroll and make changes as needed.
- Notify personnel and financial institutions about required documentation and procedures used to convey necessary information for completing transactions.
- Manage correspondence with internal and external parties to facilitate the accurate processing of payroll deductions / garnishments. Communicate with supervisors and employees regarding issues related to payroll information, including direct deposit, taxes, housing allowance, and overseas salary conversions for savings plans.
- Stay current on system knowledge, upgrades, and developments. Monitor professional literature on payroll administration and ensure the system and business policies conform.
- Work with the Finance department to create and automate payroll general ledger files for upload to accounting software. Provide information necessary for preparing and managing agency budgets.
