Job Description:
This position will oversee the sharing of information essential to achieving the mission of the Charleston Police Department’s opioid outreach program. The Opioid Outreach Program exists to prevent fatal and non-fatal overdoses within the City of Charleston. The Opioid Outreach Manager will supervise programs in support of persons with substance use disorders and their families by connecting them to treatment options, recommending support services, and providing harm reduction supplies, diverting people with substance use disorders away from the criminal justice system and towards recovery, and educating the community on the opioid crisis and the prevention of substance use disorders.
This role works within the Community Oriented Policing Division at CPD and collaborates with the stakeholders of the Charleston County Addiction Crisis Task Force (ACT Force), which includes other local law enforcement agencies, treatment providers, and community organizations. The Opioid Outreach Manager will establish and maintain effective working relationships to supervise program initiatives, including relationships with patrol and community outreach officers and ACT Force stakeholders.
Examples of Duties:
- Manages programs and track all data relating to overdoses, the outcome of overdoses (fatal or non-fatal), and follow-ups.
- Designs quarterly reports to include project updates, gaps analysis, and trends related to recent overdoses in the City based on information provided by stakeholders.
- Uses data to identify overdose hot spots, high-risk individuals, and service gaps to organize response activities with ACT Force stakeholders at quarterly meetings.
- Makes recommendations for program improvements to Command Staff, City Council, and ACT force member agencies and helps to implement those initiatives.
- Liaises with the SC Opioid Recovery Fund (SCORF) Board or other grantors, as well as other City departments regarding CPD initiatives funded under the opioid-related grants.
- Reports performance metrics to grantors.
- Manages data exchange between CPD and ACT Force member agencies.
- Defines and documents data exchange protocols with participating ACT Force agencies.
- Designs, develops, tests, and implements processes to periodically upload data to the Critical Incident Management System (CIMS)/Overdose Mapping Application Program (ODMAP) databases.
- Coordinates with IT and functional experts from member agencies for data correlation, identifying exceptions, and refining processes.
- Helps new members/employees of member agencies understand the data exchange and associated processes.
- Manages all data-related inquiries from agencies that report data to CIMS and grant access to sensitive information when appropriate.
- Manages officers’ daily operations for follow-ups with the victim and/or their support system and log interactions in CIMS.
- Manages purchasing for and distribution of harm reduction kits at the scene of overdoses, local
- events, and by request through the program’s QR code.
- Leads presentations regarding the opioid epidemic and conducts training on naloxone administration for the general public or at the request of interested parties.
- Conducts outreach to schools, community organizations, and local businesses to gain support for CPD’s opioid abatement efforts and promote prevention efforts.
- Performs other duties as assigned.
Basic Qualifications:
- Bachelor’s degree (GED), preferably in Social Work, Human Services or a related field, and one year of related experience and/or training, preferably working with grants and reporting metrics; or an equivalent combination of education and experience.
- Valid South Carolina driver’s license.
- Thorough knowledge of data systems, Microsoft Windows, Outlook, Excel, Word or similar software.
Other Necessary Requirements:
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
- May require evenings, weekends, and holidays as scheduled.
