Planner I
The position performs professional and administrative work coordinating a variety of planning, policy, transportation and environmental projects. The successful applicant will also assist with the review of site plans, infrastructure plans, subdivision plats and concept plans, as well as the development of studies, analyses and recommendations consistent with the physical, social and economic development of the City.
Hiring salary range $46,758.40 - $54,080.00 annually based on experience.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Reviews Subdivision plats and site plans for conformance to policies and regulations; serves as point of contact for the Technical Review Committee (TRC), developers and property owners for all subdivision plats as directed by the City Planner.
- Assists with all phases of development projects – including concept design, plan preparation, routing, review, follow-up and approval of site plans, public infrastructure plans, public hearing concept plans, street renaming/vacation applications, subdivision plats, miscellaneous permits and business license applications in accordance with policies and regulations; processes Certificates of Appropriateness (COA) applications and approves administrative COA's in conformance with the Historic District Guidelines; conducts site visits to ensure compliance; serves as point of contact for the Technical Review Committee (TRC), developers, designers and the community.
- Prepares staff reports, makes recommendations, assembles meeting packets, provides staff support and completes minutes for a variety of elected and appointed bodies [i.e. Planning Commission, Historic Preservation Commission, Physical Development Committee, Finance Committee and City Council], City administration, news media, public groups and citizens; assists government agencies, citizens and others in gathering/preparing necessary statistics; prepares a variety of grant applications and performs necessary follow-up, administration and monitoring.
- Works closely with the Department of Public Works, Department of Water Resources and the Office of Economic Development on a variety of cross-departmental initiatives and assists staff with specific projects, as needed.
ADDITIONAL JOB FUNCTIONS
Other duties to provide directly or indirectly services to citizens as may be assigned.
When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
SUPERVISORY RESPONSIBILITIES
Although this job has no direct supervisory responsibilities, the ability to lead people and projects within the department and across the organization is preferred.
Minimum Education and Experience Required

EDUCATION AND/OR EXPERIENCEBachelor's degree (B.S.) from four-year college or university with major work in planning, architecture, engineering, geography, geographic information systems or equivalent combination of education and experience. Excellent communication skills and practical use of software applications including Geographic Information Systems (GIS), Microsoft Office, as well as other project/program specific design and tracking software are necessary requirements of this job.
Additional Requirements
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
Possession of valid driver's license issued by the Commonwealth of Virginia and acceptable driving record according to City's driving criteria.
Membership in relevant professional associations and appropriate certifications are desirable.
