Position Summary:

Under the supervision of the Water Department Supervisor, performs manual tasks requiring considerable physical effort, the use of manual and power tools, and the use of light and heavy equipment and vehicles. Receives direct procedural instructions and completion requirements on tasks assigned. Departmental work assignments are those where construction /maintenance is an integral part of work operations

Essential Duties and Job Functions:

An employee in this position may be called upon to do any or all of the following essential functions. These examples do not include all of the duties which the employee may be expected to perform. To perform this job successfully, an individual must be able to perform each essential function satisfactorily.

1. Participates in repairing water main breaks and service leaks, and performing water main taps, and valve and hydrant replacement. Includes removing and breaking up pavement, sidewalks, curbs, etc., cleaning and maintaining work area and replacing and maintaining pavement on a temporary basis and restoring work areas.

2. Locates water mains, valves, hydrants, curb stops, stop boxes, meter pits, and meters with the use of maps, locators, GIS and a hand shovel or other digging device.

3. Alerts crew members to special concerns during equipment operation such as uncovering and locating existing gas, sewer, electric, phone, fiber, cable and private utilities with the use of a hand shovel or other digging device.

4. Drives or operates truck or equipment including but not limited to: various manual and power tools, dump truck, utility truck, boring machine, valve/vactor machine, pumps, etc. to and from designated job sites,. Positions equipment or vehicle, loads and unloads tools, parts, and equipment. Picks up, delivers, hauls materials, equipment, and parts to and from designated job sites.

5. Assists with public notification, equipment set-up, preparing a safe work area, and traffic control.

6. Uses a pick, shovel, jackhammer, and other tools to remove and load materials to maintain a clean job site.

7. Enters and monitors confined spaces and trenches, following prescribed safety procedures.

8. Performs water system maintenance and flushing to maintain water quality.

9. As directed and trained, works to ensure the quality of water being transported through water mains using flow tests, pressure tests, line flushing, chlorination, and other appropriate procedures. This includes collecting field samples and delivering them to the filtration plant testing laboratory.

10. Reads and maintains records and maps of utility mains, valves, and service lines.

11. Respond and mark MISS DIG requests.

12. As directed and trained, use computers and specialized software to record work and retrieve necessary documents and information.

13. Performs light maintenance, painting, snow removal and cleaning within facilities, equipment and vehicles.

14. May be temporarily assigned to perform Water Service Worker duties as staffing circumstances warrant.

15. Observe federal, State, and local safety precautions and regulations and take special care for traffic, pedestrian, and co-workers' safety.

16. Assists with wastewater main repairs, replacements, and taps as needed.

17. Performs related work duties as directed.

Required Knowledge, Skills, Abilities and Minimum Qualifications:

The requirements listed below are representative of the knowledge, skills, abilities and minimum qualifications necessary to perform the essential functions of this position. Reasonable accommodations may be made to enable individuals with disabilities to perform the job.

Requirements include the following:

  • A high school diploma or GED.
  • One or more years of experience in water utilities, construction or related field. Underground construction experience desirable.
  • A valid Michigan Vehicle Operator’s driver’s license, a satisfactory driving record, and the ability to maintain one throughout employment.
  • Commercial Driver’s License (CDL) (A) with air brake endorsement (Must be obtained within the first year of starting the job position).
  • State of Michigan S-4 Water Distribution Certification preferred.
  • Minimum score of 70% on the City of Monroe aptitude examination.
  • Ability to successfully pass departmental field test/evaluation.
  • Ability to obtain knowledge of safety hazards and proper handling of asbestos cement (AC) lead pipes and other materials used in water distribution systems.
  • Ability to learn computer programs or technical devices used by the department at a basic, operational level.
  • Knowledge of water main construction, repair, and maintenance.
  • Knowledge of the safety practices, issues, tools, equipment, methods, and materials utilized in water distribution system maintenance and skill in applying them to regular and emergency projects.
  • Ability to work on emergency repairs and preventive maintenance in all weather conditions.
  • Ability to respond to and work effectively and safely in all hours on emergency repairs.
  • Ability to read and maintain records and maps of utility mains, valves, and service lines.
  • Ability to respond to emergency situations on a 24-hour basis, as needed.

While performing the duties of this job, the employee is frequently required to stand, sit, walk, climb, use hands and fingers, talk, hear, view and create written documents. The employee uses hand strength to grasp tools and may climb ladders, traverse uneven terrain, and enter confined spaces. The employee is frequently required to reach with hands and arms, such as to operate and repair vibrating machinery, use wrenches, hand tools, etc. and operate motorized equipment and vehicles. The employee must lift or push/pull objects of up to 75 lbs. without assistance. Accommodation will be made, if needed, for employees required to lift or move objects that exceed this weight.

While performing the duties of this job, the employee frequently works in outdoor weather conditions. The employee works near moving mechanical equipment. The noise level in the work environment is usually moderate, but can frequently be loud.

Hourly Wage: $24.19 - $29.08 excellent benefits
