SEASONAL BLIGHT AND PROPERTY MAINTENANCE COMPLIANCE INSPECTOR
(PART-TIME)
Supervised by:Building and Zoning Administrator
Supervises: No supervisory responsibilities
Position Summary:
Under the supervision of the Building and Zoning Administrator, the part-time Seasonal Blight and Property Maintenance Compliance Inspector conducts on-site inspections throughout the City of Monroe to ensure compliance with blight, property maintenance, and weed ordinances. The inspector performs organized proactive inspections each day to identify exterior conditions of properties that require maintenance to meet city regulations. When necessary, the inspector follows established procedures to achieve compliance and abatement, maintains related records, and performs other related duties.
Essential Job Functions:

- Conducts on-site inspections of properties to determine conformity with applicable ordinances.
- Pursues compliance with ordinances related to property maintenance by communication with property owners, such as providing ordinance information, compliance request notices, and issuance of civil infractions, following established methods of progressive action.
- Conducts enforcement activities in a fair and consistent manner. Interviews parties to a complaint or violation and otherwise investigate complaints in a comprehensive and unbiased manner. Seeks voluntary compliance where practical and timely.
- Documents the facts and procedures of code violation incidents, using standardized written and computerized reports of findings and photographs when appropriate. Prepares summary reports of activities as requested and completes other administrative requirements as necessary.
- Performs follow-up functions, including re-inspections, logging of complaints/activities, monitoring the status of citations, and notifying involved parties of status.
- Share relevant information and coordinate follow-up activities with Building and Zoning department members.
- Explains, interprets, and provides guidance regarding ordinances, property maintenance codes, and related functions to the public, property owners, and municipal officials.
- Assists in preparing cases for court proceedings. Prepares documentation for the City Attorney and testifies concerning specifics of particular cases.
- Performs additional duties as assigned.
Required Knowledge, Skills, Abilities, and Minimum Qualifications:

- High school diploma or equivalent.
- Two or more years’ experience in code enforcement or related field is preferred.
- The ability to efficiently use and operate desktop and mobile computers and related software such as MS Word and City applications for documenting compliance requests and actions.
- Skill in interpreting, applying, and enforcing applicable ordinances.
- Ability to establish effective working relationships and use good judgment, initiative, and resourcefulness when dealing with property owners, other employees, and the public.
- Ability to effectively communicate and present ideas and concepts orally and in writing.
- A valid State of Michigan Vehicle Operator’s License, a satisfactory driving record, and the ability to maintain one throughout employment.
