Water Plant Operator I

General Description:

The purpose of this class within the organization is to assist the Operator in monitoring the water plant, collect and analyze samples. Work involves responsibility for the care and efficient operation of a Water Treatment Plant. Work includes inspection and operation of electrical controls, motors, pumps, meters and related equipment.  Work includes covering a large area which contains the major operating units of the water purification system and the raw water intakes.  Work also includes making minor repairs to equipment and maintenance of grounds and facilities. This class works under general supervision, independently developing work methods and sequences.
 

Required Work Schedule:

Works 12 HOUR SHIFTS. Incumbent will be assigned to work either 6:00 PM to 6:00 AM; or 6:00AM to 6:00PM. Follows a schedule rotation of seven (7) days on; followed by seven (7) days off. 
 

Minimum Education and Experience Requirements:

Graduation from high school or GED equivalent, supplemented by at least three years’ experience in water treatment or related work. The equivalent combination of knowledge, training and experience may be considered.
 

Special Certifications and Licenses:

A “C” level certification in water treatment is preferred; a “D” level certificate or 2 years in a treatment plant will be accepted with the ability to obtain a “C” license within one year of hire.
 

Desirable Knowledge, Skills, and Abilities:

• Considerable knowledge of the process involved in the pumping and purification of water, including chemical tests and microbiological testing.
• Knowledge of the functions and servicing requirements of mechanical equipment and machinery.
• Knowledge of state and federal regulations pertaining to water treatment.
• Skilled in having acute attention to details.
• Ability to inspect machinery and mechanical equipment and to detect flaws and defects in operation.
• Ability to interpret technical information and make process changes based upon observations.
• Ability to understand and follow oral and written communications.
• Ability to read meters and charts accurately and to maintain records of shift operators.
• Ability to work well independently as well as with others.
• Ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
• Ability to maintain positive customer-focused relationships with co-workers, supervisors, agencies, the general public, and all other internal and external customers.  Personally demonstrates appropriate customer service skills.
• Work is performed onsite.  The incumbent must be present at work to perform the essential functions of this job.

Essential Job Functions:

1. Responsible for day-to-day operations, including control and maintenance of a 48 MGD surface water treatment facility.
2. Monitors and operates plant’s SCADA system, controlling pressure and flow of water in the treatment plant and distribution system.
3. Operates pumps and machinery, regulating valves and observing the flow dials.
4. Keep daily log of all shift operations; reads gauges and records information.
5. Conducts laboratory tests and analysis, adds chemicals to water system in accordance with prescribed standards.
6. Makes visual inspections of working apparatus and grounds.
7. Inspects all water purification plant equipment.
8. Calibrates the water monitoring equipment and chemical feed machines; accurately records changes.
9. Performs all required chemical and physical laboratory analysis of raw, coagulated, finished, and tap water each hour to ensure water quality.
10. Performs bacteria analysis of raw water and finished water for total coliform and E. Coli content, records accurate results.
11. Operates and monitors all pumps at the Filter Plant and both the lake and river raw water intakes and reports any abnormal conditions to the supervisor.
12. Serve in an on-call rotation to cover certain types of plant operations.
13. Performs all other duties as may be assigned to meet organizational needs.
