REPORTS TO: Assistant Tribal Manager
FLSA STATUS: Exempt, fulltime
SALARY RANGE: $121,472.00 - $151,944.00 per year

Position Summary:

The Executive Projects Manager leads the administrative support office staff, and plans and executes special projects on behalf of the Cowlitz Indian Tribe (CIT). The individual ensures the effective and efficient coordination and integration of objectives across departments and programs within CIT. This incumbent provides daily supervision to administrative support staff. The Executive Projects Manager maintains professionalism in all interactions with internal and external customers, and honors and represents the mission, vision, and values of CIT.

Essential Duties & Responsibilities:

  • Plans and executes special projects on behalf of the Cowlitz Indian Tribe (CIT) including, but not limited to, strategic planning, policy and procedure development, organizational restructuring, succession planning, process improvement initiatives, governance frameworks, risk management programs, crisis management, director team development, workplace culture initiatives, and board meeting preparation.
  • Oversees the daily operations of the administration office.
  • Ensures the effective and efficient coordination and integration of objectives across departments and programs within CIT.
  • Oversees special executive-level projects and independently executes special strategic projects, research, and assignments.
  • Performs assignments related to projects and programs assigned by the Assistant Tribal Manager or Tribal Manager.
  • Monitors project progress, drafting and distributing periodic progress reports for leadership and stakeholders.
  • Identifies short-term and long-terms issues and goals for Tribal government, recommends options and courses of actions, and implements directives.
  • Serves as a liaison between departments heads and the Assistant Tribal Manager and Tribal Manager.
  • Supervises the Administrative Support team as assigned by the Assistant Tribal Manager or Tribal Manager.
  • Improves staff effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining team members; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; and providing and participating in educational opportunities.
  • Hosts regular staff meetings to ensure communication among team and about CIT matters.
  • Ensures that Administrative Support team provides high-level administrative support to CIT leadership, including managing calendars, scheduling meetings, and coordinating travel arrangements.
  • Assures that team organizes and coordinates executive meetings, including preparing agendas, scheduling rooms, and arranging catering.
  • Leads team in ensuring that all tribal government records, reports, and files are properly maintained and meet compliance standards as required by tribal, state, and federal laws.
  • Achieves financial objectives by assisting with preparing annual budgets and budget modifications, and by exercising control and implementation over the departmental budgetary processes
  • Guides team in processing receipts and expenditures from multiple departments, including but not limited to Administration, IT, Public Works, and Tribal Council.
  • Maintains compliance with applicable local/state/federal/tribal laws, regulations, policies, and best practices.
  • Enhances professional growth and development through participation in seminars, educational workshops, classes, and conferences.
  • Maintains strict confidentiality.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of traditional forms of government and tribal customs and traditions.
  • Knowledge of department organization, functions, objectives, policies, and procedures.
  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of the CIT tribal constitution, tribal codes, tribal resolutions, and council directives.
  • Skill in operating various word-processing, spreadsheet and database software programs in a Windows environment.
  • Skill in preparing, reviewing, and analyzing operational and financial reports.
  • Skill in managing budgets and maintaining financial records.
  • Skill in supervising, training, and evaluating assigned staff.
  • Skill in making effective decisions in emergency situations.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implements recommendations.
  • Ability to lead teams, manage workloads, and supervise multiple projects simultaneously.
  • Ability to create effective speeches and presentations.
  • Ability to analyze situations and adopt appropriate courses of action.
  • Ability to be persuasive and tactful in controversial situations.
  • Ability to maintain and handle confidential and sensitive information with discretion.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to handle multiple tasks and meet deadlines.
  • Ability to exercise independent judgment.

Minimum Qualifications:

  • Bachelor’s degree in business administration, management, public administration, or a related field, a combination of relevant experience is also accepted.
  • 5 years of experience in an increasingly demanding office responsibility role.
  • Experience in coordinating cross-departmental activities and facilitating communication between various departments.
  • Familiarity with budget management and financial reporting.
  • Experience working in tribal organizations.
  • An equivalent combination of education and experience may also be acceptable.
  • May be asked to sign a non-disclosure agreement (NDA).
  • Valid driver’s license is required when driving vehicles for work-related purposes.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.
  • Maintains strict confidentiality.

Preferred Qualifications:

  • 7 years of experience in office management, project management, or a similar role.
  • 3 years of supervisory experience.
  • Experience as a tribal liaison.

Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

  • Pre-employment drug screen.
  • Reference checks, education and employment verification.
  • Federal, state, and/or tribal criminal history and sanction checks including fingerprint verification.

Physical Demands:

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and communicate effectively. The employee occasionally is required to move throughout the facility; and reach with hands and arms. The employee is occasionally required to lift up to 20 pounds. Specific vision abilities required by this job include close vision and clarity of vision at long distance.

Work Environment:

Work is generally performed in an office setting with a moderate noise level. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common.
