Title: IT Business Analyst Technical Writer
Work Location: 200 West Baltimore Street; Baltimore, MD 21201
Contract: 6 Months. Must be Authorized to Work in the US for any Employer.
Job Description:
The MLDS Center seeks to engage one Information Technology Business Analyst with expertise in writing technical documents as well as understanding information technology database environments. The project requires a consultant to review and revise the MLDS Center’s Data Loading Plans and Source to Target Mapping Documents. The consultant will be engaged in new data collection processes and planning as needed.
Education :
A Bachelor’s Degree in Business or related field, required.
Work Experience:
Five (5) years of experience establishing quality assurance standards for interagency data.
Five (5) years of experience developing, writing, and implementing data standards for database management systems.
Five (5) years of experience reading Entity Relationship Diagrams (ERD), dimensional models, and translating into required documentation.
Five (5) years of experience reading and writing SQL and PL/SQL code.
Five (5) years of experience developing detailed business requirements and including identifying necessary data elements to support various business functions.
Five (5) years of experience, creating and maintaining documentation on interagency data file transfer protocols.
NOTE:
Proposed candidates must be authorized to work within the United States for at least 120 days following issuance of the NTP. Proof of work authorization will be requested prior to onboarding of candidates.
Candidate(s) must clear State Background check
Scope of Work
The Business Analyst shall perform the following tasks:
Within the parameters of the project, evaluate all available Department of Labor and Maryland Higher Education Commission data collections and data elements for inclusion in the MLDS;
Provide expertise in adult education data, preferably related to the Workforce Innovation and Opportunity Act (WIOA);
Collaborate and communicate with new data sharing partners and appropriate stakeholders;
Review and revise documentation on efficiently and securely transferring data to the MLDS for new data collections;
Maintain data loading quality assurances measures;
Assist in coordinating a project plan to collect new data;
Provide weekly status reports which include, but are not limited to: a. Tasks completed;
b. Tasks planned; and c. Risks/Issues; and
J. Create and update all Source to Target Mapping Documents and Data Loading Plans for MLDS;
K. Review requirements under data sharing agreements and plan for their implementation;
L. Perform other duties related to MLDS business analysis as assigned.
