POSITION: Human Trafficking Victim Advocate/Project Coordinator

HOURLY WAGE: $16.50 - $18.00

REPORTS TO: Executive Director

FLSA CLASSIFICATION: Hourly, Non-Exempt

LOCATION: Porterville, CA

DEPARTMENT: Counseling Center/Admin Office

Language: English & Spanish

Supervises: Not Applicable

Dress Code: Business Casual – No Jeans or t-shirts except on Friday

GENERAL DESCRIPTION OF POSITION

This position requires the ability to work with diverse audiences, under pressure, and maintain personal/professional boundaries. It also requires the ability to multi-task, meet deadlines and manage stress constructively. Excellent oral, written and interpersonal skills are required –equally fluent in English/Spanish required. The advocate must adhere to the legal requirements of confidentiality at all times.

The main function of the Human Trafficking (HT) Victim Advocate/Project Coordinator is to provide supportive counseling, information, referrals, and advocacy services to victims of HT; provide community education, outreach, and professional training regarding HT; and to provide project coordination for Office for Victims of Crime (OVC) HT activities. Bilingual (English/Spanish) required

WORK SCHEDULE:

  • 40 hours/week. Days and hours of work are primarily Monday through Friday, 8:00 am to 5:00 pm.
  • This position does require a flexible schedule based on client and agency needs. Must be willing to adjust work schedules for clients in crisis.

ESSENTIAL DUTIES/ RESPONSIBILITIES/KNOWLEDGE:

  • Greet human trafficking clients/visitors in a friendly and professional manner and assist them as needed, including connecting them with the appropriate staff person.
  • Work with the OVC-funded HT Coordinator to ensure completion of grant goals and objectives including completion of service provision reports.
  • Provide trauma-informed and comprehensive case management services essential to helping trafficking survivors achieve independence and self-sufficiency. Assess the client’s needs for additional services and make appropriate referrals.
  • Provide culturally sensitive crisis intervention and personal, confidential peer counseling to human trafficking survivors at Family Crisis Center and other locations as needed.
  • Provide human trafficking outreach, community education, and training to professionals regarding identifying and assisting survivors of human trafficking.
  • Work collaboratively with members of the Tulare County Anti-Human Trafficking Task Force and develop linkages with related service providers.
  • Maintain regular and open communication with appropriate staff regarding the completion of projects and any needs for additional work.
  • Maintain records and submit statistical and narrative reports as required by OVC and Family Crisis Center.
  • Assist in the organization and implementation of Human Trafficking Awareness month activities and other special events throughout the year.
  • Demonstrate strong organizational skills to manage a caseload of up to 25 clients.
  • Answers agency phones and provides direct one-on-one crisis counseling to primary and secondary victims of DV and HT.
  • Attend all staff meetings, training, and committee meetings as assigned.
  • Safely perform all tasks to avoid injury to self and others.
  • Work independently and as part of a team.

QUALIFICATIONS:

To perform effectively in this position, the incumbent must have/be:

  • Education: BA degree with an emphasis in social services, psychology, or a related field.
  • Must possess or be able to complete a state-approved 40-hr training leading to certification as a DV counselor/advocate.
  • Must possess or be able to complete a state-approved 40-hour training leading to certification as an HT victim counselor/advocate.
  • Completion of 1-hour Sexual Harassment Prevention Training for non-supervisory staff, every 2 years.
  • Six months of experience with a social services provider
  • Trauma-informed crisis counseling skills preferred
  • Knowledge of wide-ranging community resources.
  • Bilingual-Biliterate English/Spanish required
  • Demonstrate effective public speaking and communication skills.
  • Must be able to respond quickly and effectively to many types of situations, including crisis-driven or possibly difficult situations involving potentially traumatized victims of crime.
  • Psychological tolerance for confrontation and/or disruptive behaviors of clients.
  • Excellent written, verbal, communication, and conflict-resolution skills
  • Computer knowledge and skills required. Strong knowledge of MS Office programs.
  • Must possess a valid CA driver’s license, proof of personal auto liability insurance & acceptance by our insurance carrier.
  • Must receive clearance from the Department of Justice Criminal and Federal Bureau of Investigation record Offender Information database.
  • Must be able to pass a pre-employment drug screen. Please refer to AB 2188 Section 2 12954 (e) This section does not preempt state or federal laws requiring applicants or employees to be tested for controlled substances, including laws and regulations requiring applicants or employees to be tested, or the manner in which they are tested, as a condition of employment, receiving federal funding or federal licensing-related benefits, or entering into a federal contract.
  • Ability to operate the tools and equipment listed.
  • Have not been a resident of FCC Emergency Shelter or any other DV or HT shelter, not have been in a DV or HT relationship or recovering from sexual assault for at least two years.

COVID-19 Vaccination & Testing:

Please be aware that the Family Crisis Center requires all employees to be vaccinated for COVID-19 or complete weekly testing. This position will require the successful candidate to show proof of vaccination or set a routine testing plan with HR.

Motor vehicle, multi-line telephone, cell phone, personal computer, internet, email, copy and fax machines.
