The Harris Center for Mental Health and IDD (“The HARRIS CENTER”) is looking for a Program Director-SUDOP to embark on a rewarding healthcare career! Under supervision of the Department Director, the Program Director provides administrative, fiscal and clinical supervision over programmatic functions of the Substance Use Disorder Outreach Program (SUDOP), which allows Community Health Workers to assist Texas residents living with substance use disorders (SUD) to increase access and retention in substance use, mental health, and medical services. The Program Director is responsible for carrying out program goals and objectives. The Program Director evaluates performance and makes decision regarding hiring and discharging staff. The Program Director reviews decisions and recommendations made by staff under their administrative purview. Requires 50% Direct Service and 50% administrative oversight. This position may require travel via agency vehicle and flexible hours

Your Role In Action
- Spends, at minimum, fifty percent (50%) of work time delivering direct participant services which meet the Contract performance measures.
- Participates on conference calls concerning program.
- Acts as a liaison with the community providing and responding to information regarding both the state and local agency
- Works with and establishes Memorandums of Understanding (MOUs) with a network of community and social service agencies interested in working with program population.
- Requests budget adjustments for the program when required.
- Implements a system to provide regularly scheduled supervision and promote leadership qualities in subordinates.
- Serves as an information conduit between administration and staff via verbal or written
- communication.
- Supervises and evaluates staff performance which includes reviewing weekly CHW reports and providing field observations and feedback at least once every six months.
- Maintains professional behavior and provides excellent customer service to both staff and consumers.
- Demonstrates ethical conduct, professionalism and confidentiality in all activities.
- Submits all documentation/reports as required by Contract in a timely manner
- Complies with Agency policy and procedures. Adapts to changing working requirements. Flexible to meet ongoing needs of the Agency.
What qualifications will you need:
- A minimum of Master’s degree in the human services field (psychology, social work, counseling, etc…).
- Must be able to meet the competencies to become a DSHS Certified Community Health Worker within 6 months of employment.
- Minimum of two (2) years of experience in one or more of the following: substance use outreach; substance use intervention; substance use treatment;
- Minimum of one (1) year of experience in at least two (2) of the following: working with prison populations; working with individuals experiencing housing instability; working with individuals with Substance use Disorders (SUD), HIV/STDs, and/or behavioral issues; community health work; supervisory experience;
- Must have valid Texas Driver’s License and be insurable under agency policy
- LCDC Certification preferred
- Must be able to interact effectively within the organization.
- The person must have organizational and computer literacy skills.
- Must provide a high level of customer service. Must possess administrative leadership and interpersonal skills.
- The person must be able to demonstrate knowledge of state agency’s guidelines and standards.
- Knowledgeable and competent in discussing HIV (Human Immunodeficiency Virus), HCV (Hepatitis C Virus), and
- other communicable diseases associated with substance use.
- Ability to discuss sexuality openly and comfortably
- Knowledgeable and competent in discussing opioid overdose.
- Local Resource knowledge preferred
- Strong communication skills; listening and interpersonal skills above average; written documentation is clear,
- concise, well-constructed and grammatically;
- Able to work collaboratively with others in a team
- Effective time management and organizational skills
- Able to execute word processing and Excel software on the computer
