Position Summary:

Housing Services Quality Assurance (QA) Analyst conduct audits on the Housing Choice Voucher Program files to ensure consistency with Atlanta Housing regulations as well as measures the accuracy and effectiveness of the processes used to administer Atlanta Housing’s (AH) Housing Choice Voucher Program. The Housing Services QA Analyst will use general reporting methods to identify and highlight file deficiencies based on the operational guidelines of the Housing Choice Voucher program. The work requires knowledge of the AH policies, procedures, and regulations of quality assurance work. Essential Duties and Responsibilities:
  • Plans and conducts routine quality assurance file reviews on Housing Choice Voucher Program files processed by the Housing Services staff to ensure compliance with AHA policies, procedures and applicable regulatory requirements.
  • Ensures accuracy in the eligibility and subsidy assistance calculations in accordance with AH policies and applicable U.S. Department of Housing and Urban Development Regulations.
  • Provides feedback on files that identifies the errors and recommends corrective action that should take place on the file based on AHA policies, procedures and applicable regulatory requirements.
  • Monitors the status of all identified QA analysis errors and inconsistencies.
  • Monitors return of corrections, analyzing corrections and documenting when errors and inconsistencies have been corrected; ensures that corrections are made within the allotted time period; when not in compliance, follows up with Housing Services staff and/or supervisor as necessary.
  • Prepares and maintains weekly, month-end comprehensive analysis, year-to-date summary of results scorecards, and reports on quality assurance file reviews.
  • Provides a summary of results for the month and year-to-date to the department management for inclusion in the division’s monthly report.
  • As needed, meets with department management staff to present findings, explain the significance of conclusions, justify recommendations and answer questions concerning non-compliance issues.
  • Provides key recommendations to management on findings and methods to improve business operations, program compliance and data integrity.
  • Identifies training gaps discovered as part of the quality assurance reviews and set quality assurance performance targets and measures outcomes.
  • Collaborates with cross-functional teams to ensure the accuracy in the administrative of operations for the Housing Choice Voucher Program based on current operating procedures, processes and workflows.
  • Contributes to assigned team; actively participates in team meetings, process improvements and other special projects; collaborates with and supports all team members and follows through on initiatives and assignments as directed.
  • All additional duties as assigned

Education and Experience:
  • A Bachelor’s degree from an accredited college or university with a major in business administration, or other related field preferred, (4) four years of experience in a quality control or internal audit position; or the equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted. An equivalent combination of education, training and experience that provides the required knowledge and abilities will be considered.
  • Housing Professional Certification(s a plus): Eg, Nan M\cKay Housing Choice Certification, COS

  • Strong work knowledge of the regulatory requirements of the Housing Choice Voucher Program and AH’s operations. (i.e. HUD Regulations, CSG Operations Manual & Procedures).
  • Ability to work across various functional areas and to interact with individuals across all levels throughout organization.
  • Strong written and verbal communications skills.
  • Ability to quickly learn and adapt to changing conditions. Example: Develop a strong understanding of company initiatives, including the “Moving to Work Program” within 90 days from date of hire, AH’s Housing Services protocol
Working Conditions:

Generally works in office environment. Must be able to sit and stand for long periods of time. Must be able to work in a deadline-focused and fast-paced environment. May be required to have valid State of Georgia driver’s license and be fully insurable for the purpose of obtaining clearance on company “Authorized Driver’s List.” Occasional overtime as required to meet workload demands.
