We are an ever-growing, innovative organization with 20 facilities in 5 counties spanning across the central Indiana area.

Job Summary:

The Director of Addiction Services will promote a healthy community by providing leadership, direction, and development of clinical functions, programs, and services in the areas of substance use and addictions while advancing and supporting Jane Pauley Community Health Center (JPCHC)/Turning Point’s Mission, vision, values, and strategic priorities. This position represents JPCHC/Turning Point in the community by fostering relationships with existing and potential partners and identifying opportunities for collaboration. Primary responsibilities include oversight and development of residential treatment facilities and outpatient substance use programming. This position will consistently communicate and effectively collaborate with other Senior Leadership to ensure the highest quality of client care. As a member of Jane Pauley/Turning Point’s leadership, the position will foster a strong agency culture and serve as a leader that will continuously promote direction and expectations.

Requirements:

Clinical Leadership and Supervision

o Responsibility and oversight of residential substance use treatment facilities, providing direct support to the onsite management teams

o Planning and development of Jane Pauley/Turning Point future residential substance use treatment continuum, in partnership with other Aspire leadership

o Serve as Subject Matter Expert (SME) in terms of clinical substance use treatment and influence all areas of Jane Pauley/Turning Point SUDs programming and service delivery

o Effective collaboration with other Directors, as well as other members of Jane Pauley/Turning Point leadership and SMEs

o Effectively collaborate with relevant departments and leadership in the area of workforce development and training (e.g. training opportunities, programs, curriculum, student placement opportunities, etc)

o Develop, build and enhance relationships with community and State partners and entities through communication, partnership and involvement

o Serve (or designate) on community committees, workgroups, planning committees, etc as assigned by the Director of Behavioral Health Services

o Promote whole person care through the integration of clinical services and approaches by guiding and developing strategy to enhance service delivery systems

o Ensure a culture of clinical excellence that includes both inspiring staff and evaluating clinical processes, adjusting course of action to be responsive to our changing environments and providing clarity surrounding priorities and goals

Program Development and Management

o Facilitate the design and implementation of addiction treatment programs, ensuring services meet the diverse needs of individuals with substance use and co-occurring disorders.

o Facilitate the integration of substance use services with other behavioral health services offered throughout the JPCHC network, such as therapy, case management, peer support, and primary care.

o Collaborate with other members of the leadership team to develop and expand programs in line with community needs and strategic goals.

Regulatory Compliance and Quality Assurance

o Ensure that the substance use treatment complies with all state and federal regulations, including those established by the Indiana Division of Mental Health and Addiction (DMHA) and the Family and Social Services Administration (FSSA).

o Support efforts to maintain compliance with accreditation standards (e.g., Joint Commission) for psychiatric services.

o Participate in and support quality assurance and performance improvement (QAPI) initiatives related to substance use services, including conducting chart reviews, monitoring clinical outcomes, and implementing corrective action plans as needed.

o Ensure that documentation standards are met in the Electronic Health Record (EHR) system, such as EPIC OCHIN, and that billing is aligned with regulatory requirements.

Staff Training and Development

o Oversee and provide training and continuing education opportunities for behavioral health clinical staff to ensure the use of evidence-based addiction treatment practices.

o Ensure that all staff are proficient in delivering trauma-informed, culturally competent, and person-centered care.

Crisis Management and Emergency Psychiatric Services

o Collaborate with local hospitals, law enforcement, and community agencies to ensure that appropriate crisis response services are available to the population.

Care Integration and Collaboration

o Support the integration of substance use treatment with other behavioral health and primary care services to ensure a comprehensive, whole-person approach to treatment.

o Collaborate with interdisciplinary teams, including primary care providers, therapists, social workers, case managers, and peer support specialists, to ensure coordinated care for individuals with complex needs.

o Build and maintain relationships with external healthcare organizations, social service agencies, law enforcement, and community partners to improve access to services and facilitate cross-agency collaboration.

Client Engagement and Community Outreach

o Engage with clients and families in treatment planning and recovery processes, ensuring that care plans are personalized and meet the unique needs of each individual.

o Participate in community outreach activities to promote mental health services, reduce stigma, and educate the public on available resources for addiction treatment.

Financial Management and Resource Allocation

o Collaborate with JPCHC’s financial and administrative teams to ensure efficient use of resources in substance use services and adherence to budgets.

o Identify opportunities for additional funding or grants to support expanded services and treatment programs.

o Ensure that substance use services are cost-effective and that staff are delivering billable services under the appropriate funding models (e.g. FQHC PPS, CMHC MRO).

Data-Driven Decision Making and Reporting

o Support the collection and analysis of clinical data related to substance use services, including tracking key performance indicators (KPIs) for patient outcomes, treatment efficacy, and service utilization.

o Ensure data reporting is aligned with state and federal requirements, including reports to the DMHA,FSSA, and HRSA.

o Use data insights to improve clinical care, inform program development, and drive continuous improvement initiatives.

Qualifications

Education and/or Experience/Licensure

o Master’s or doctoral degree in social work, psychology, counseling or a directly-related human service field from an accredited university, required

o Clinical leadership capacity within the field of substance use disorders, required

o Experience in building State and community partnerships is a plus

o Recognized as a Licensed Clinical Social Worker, Licensed Mental Health Counselor, Licensed Marriage and Family Therapist, or psychologist/Health Service Provider in Psychology by the State of Indiana, or other clinical licensure, required

o Licensed Clinical Addiction Counselor (LCAC) or Licensed Addiction Counselor (LAC,) preferred
