Facilities Manager Details


· Employee Type: Full-time, Exempt

- No Remote

· Starting Pay Rate: $48,196.00 annual pay to start; pay will be commensurate with experience.

· Annual Merit Increases: JVB employees receive an annual performance evaluation, and a merit increase annually.

· Paid Time Off (PTO): PTO is given to all full-time and part-time employees! For full-time positions, PTO starts at 16 days (128 hours) per year and for part-time positions, PTO is based on the number of hours that are worked in a calendar year. The more you work, the more you get the following year!

· Volunteer Time Off (VTO): VTO is given to all full-time and part-time employees also! JVB compensates full-time employees for one full day and part-time employees for half a day of work in order for them to volunteer at an organization of their choosing.

· 401(k) Match: JVB offers a .50 match on the dollar up to 8%. (You put in 8%, the Bank puts in 4%!)

· 401(k) Plan – Safe Harbor: Following the close of the year, employees receive a 3% discretionary contribution into their 401(k) plans regardless of participation.

· Employee Stock Purchase Plan (ESPP): All employees are eligible to participate in ESPP each year and can purchase stock at a 5% discount!

· Employee Annual Incentive Plan (EAIP): We win as a team! General Summary

Responsible for overseeing the management, maintenance, and operation of all physical facilities within the bank. This includes ensuring the safety, functionality, and cleanliness of bank branches, corporate offices, and other facilities. The Facilities Manager will also manage vendor relationships, budget planning for facility-related expenses, and ensure compliance with safety regulations; participate in establishing goals, in determining work procedures, and in expediting workflow; ensure compliance with all operating policies and procedures; communicate with appropriate personnel; provide periodic reports.


Essential Duties

  1. Regular attendance is required and will vary by position. Specific hours should be discussed with supervisors and/or division managers. Based on need, the Bank does reserve the right to adapt at any point in time.  
  2. Facility Operations & Maintenance
  • Oversee daily operations for all Bank facilities, ensuring a clean, safe, and functional environment across all locations.
  • Respond promptly to urgent maintenance needs such as HVAC and plumbing issues, leaking fixtures or roofs, broken doors, clogged toilets, ceiling tile replacements, floor repairs, handrail damage, and pest control.
  • Schedule and perform routine or minor repairs as appropriate; coordinate handyman services or external contractor when outside assistance is required.
  • Ensure completion of monthly Building Maintenance Forms and maintain accurate records of inspections, work performed, and facility logs.
  • Coordinate and schedule periodic building services including janitorial, landscaping, sealcoating, power-washing, pest control, and equipment cleaning.
  • Ensure all required inspections and servicing are completed, including:
  1. Vendor & Contract Management
  • Serve as the point person for all facility-related vendor services, including sourcing, evaluating, and managing contractors.
  • Generator inspections (Operations Center)
  • Annual fire extinguisher and emergency lighting maintenance
  • Elevator inspections and maintenance
  • Operations boiler inspections per PA Department of Labor & Industry requirements
  • Request and review work estimates; compare pricing, negotiate terms, and coordinate delivery of services.
  • Administer and manage facility-related contracts including:
  1. Invoice & Budget Management
  • Review and approve facilities-related invoices, including those for Mifflintown, Administration, Financial Services Office, State College Office, and others as needed.
  • Tri State Shredding services 
  • Janitorial services
  • HVAC service agreements
  • Snow removal (Mifflintown, Administration, Operations)
  • Pest control/spraying
  • Vault, night deposit, and drive-thru equipment maintenance
  • Landscape maintenance 
  • Electricity (APPI agreement)
  • Dispute and reconcile invoices, when necessary (e.g., Diebold), and ensure timely processing of payments.
  • Construct and manage the annual Facilities budget, including:
  1. Furniture & Space Planning
  • Coordinate office furniture needs (chairs, desks, filing cabinets) by evaluating needs with department managers, obtaining estimates, negotiating pricing, submitting expenditure requests, and coordinating delivery and setup.
  • Maintenance expenses
  • Small equipment and furniture replacement
  • Capital expenditures for planned repairs, installations, and improvements
  • Work collaboratively with department heads on space planning and office layout improvements to support functional and strategic objectives.
  1. Project Oversight
  • Depending on the level of project, lead, participate, or coordinate facility-related projects including renovations, construction, repairs, and installations.
  • Oversee planning, vendor coordination, pricing, scheduling, and communication with stakeholders to ensure minimal disruption to operations.
  • Provide oversight for recurring exterior facility maintenance projects such as parking lot sealcoating and line painting, as well as building and drive-thru area power-washing.
  1. Compliance & Safety
  • Ensure compliance with all applicable building codes, environmental standards, and safety regulations.
  • Maintain emergency preparedness plans for facilities; serve as a First Team Responder in the Bank’s Disaster Recovery/Business Continuity Plan.
  • Responsible for handling and documenting Customer Accident Incident Reports in coordination with appropriate departments.
  1. Other
  • Maintains a positive working relationship with all enterprise departments to optimize working relationships and communications.
  • Abides by the current laws and organizational policies and procedures designed and implemented to promote an environment which is free of sexual harassment and other forms of illegal discriminatory behavior in the workplace.
  • Cooperates with, participates in, and supports the adherence to all internal policies, procedures, and practices in support of risk management and overall safety and soundness and the Bank's compliance with all regulatory requirements.


Requirements

Basic Qualifications


Education/Training: 

  • A high school diploma or equivalent
  • Associates or Bachelor’s Degree in Facilities Management, Business Administration, or a related field, preferred
  • Specialized education and training in a related field


Skill(s):  

  • Proficient reading, writing and grammar skills
  • Excellent organizational, communication, and problem solving skills
  • Strong project management skills with experience in coordinating multiple facility projects simultaneously
  • Ability to manage budgets and vendor contracts effectively
  • Strong knowledge of building systems, maintenance practices, and health and safety regulations
  • Knowledge of banking operations and experience with security systems and protocols is a plus.
  • Aptitude to prioritize departmental workflow needs to meet established deadlines
  • Ability to respond to facility emergencies outside regular working hours as needed.
  • Ability to exemplify the 4C’s Values of JVB – Committed, Caring, Connected, Capable
  • Visual and auditory skills and ability to stand, sit, stoop, reach and lift items weighing approximately 25 lbs.

Experience:  

  • A minimum of three (3) years’ experience in facilities management, preferably in a banking or financial services environment.
