SUMMARY:
The Employee Labor Relations and Operations Manager Coordinator (ELROM) reports directly to the Vice President of Operations, with direct communication to the Director of Human Resources and/or the Chief Executive Officer. The ELROM supports Program Managers, Project Leads, and the VP of Operations, assisting in all aspects of direct project management to ensure timely, quality, and safe services are provided to TLC customers and employees. The ELROM is responsible for managing labor relations within the company work environments, promoting a positive and safe workplace culture. Their primary responsibilities include offering counseling services to employees, leading employee investigations, conducting sensing sessions to measure and improve employee morale, and collaborating on safety initiatives to ensure compliance with workplace safety regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Operations Support
- Educate project leadership on contract performance requirements and expectations and ensure compliance in applicable areas.
- Coordinate communication of project codes for timesheets, expense reports and purchases.
- Opens Requisitions in Cyber for current and proposed projects. Assists PMs and on-site Leads with recruitment efforts.
- Create and review project job descriptions, perform audits to validate accuracy of job descriptions to work being performed and compliance with the Statement of Work
- Review timesheets for accuracy and request corrections and/or approvals.
- Validate overtime reports for assigned projects; conduct formal review and coordinate corrections with Corporate HR and Accounting and the VP of Operations in accordance with documented procedures.
- Monitor, track and submit, as necessary contract deliverables, timelines, and compliance requirements.
- Assist PM’s and on-site leads in the preparation of Personal Action Requests (PARs), may complete PARs for increases related to Service Contact Act and CBA pay adjustments. Review Personnel Action Requests (PARs) from projects for administrative actions.
- Develop and maintains procedures and records for Property Accountability on projects.
- Ensure purchases on a contract are in accordance with contract guidance.
- Assist with the creation of purchase orders, blanket purchase orders, and expense authorizations and expense reports for projects.
- Maintain Travel Authorization for projects and assist with travel arrangements as needed.
- Review and validate data on purchase orders, blanket purchase orders, and Other Direct Cost (ODC) expenditures for accuracy and consistency.
- Analyze project data to determine system or process weaknesses, optimize performance in the areas of time collection, contract deliverables, purchasing, staffing, authorizations, and metrics gathering.
- Develop and implement strategies to identify and mitigate risks and ensure project success.
- Assist in the development and maintenance of quality assurance processes to meet government contract standards.
- Provide technical and administrative assistance to VP of Operations as needed.
Safety Support
- Promote a culture of safety and awareness throughout the organization.
- Develop, update, and deliver safety training programs for employees, covering topics such as emergency procedures, hazard communication, and use of personal protective equipment (PPE).
- Ensure that safety policies align with relevant laws, regulations, and industry standards, including OSHA requirements.
- Develop and implement emergency response plans, including evacuation procedures and first aid protocols.
- Conduct drills and training exercises to prepare employees for emergencies.
- Conduct risk assessments to identify potential workplace hazards and eliminate unsafe conditions and practices.
- Investigate accidents, incidents, and near misses to determine root causes, implement corrective actions, and ensure timely reporting to OSHA as required.
- Receive accident and incident reports, review for completeness and compliance with the Environment, Safety, and Health plan, and ensure accurate data is entered, tracked, and submitted for OSHA reporting when applicable.
- Analyze safety data, such as incident reports and injury statistics, to identify trends, areas for improvement, and compliance with OSHA injury and illness reporting requirements.
- Refine Safety Plans and Programs as required; ensure all project Safety Plans are submitted correctly and in a timely manner.
- Recommend measures to help protect workers from hazardous work methods, processes, or materials.
- Maintain After Action Review Board Reports, and compile Lessons Learned.
- Interface with regulatory agencies, including OSHA, as needed.
- Ensure that all safety documentation, including OSHA logs and reports, is readily available for audits, inspections, or regulatory reviews.
Employee Labor Relations Support
- Stay up-to-date on changes in local, state, and federal labor laws and regulations.
- Develop, review, and update employee relations policies to ensure compliance with labor laws and alignment with organizational goals.
- Review and align human resource policies with labor laws and organizational objectives.
- Foster positive employee relations by encouraging open communication and promptly addressing concerns.
- Collaborate with departments to implement programs that enhance employee engagement and satisfaction.
- Mediate disputes between employees and management to resolve conflicts and maintain a positive work environment.
- Maintain and audit compliance with Collective Bargaining Agreements (CBAs), mediate union grievances, and ensure adherence to terms.
- Investigate employee grievances and work toward fair, equitable resolutions.
- Analyze labor relations data (turnover, absenteeism, grievances) to identify trends, risks, and areas of concern.
- Prepare reports and presentations on labor relations trends and issues for management.
- Participate in hearings, arbitrations, and legal proceedings related to labor relations.
- Advise and train managers and supervisors on best practices in employee relations and conflict resolution; develop additional training as needed.
- Ensure documentation is readily available for audits and inspections.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Represent the organization in meetings with labor unions, government agencies, and other stakeholders.
- Collaborate with the legal department to address labor-related legal issues and provide input on strategies for labor disputes.
- Perform other related duties as assigned.
- Conduct research through surveys, interviews, and other studies on employment issues, making data-driven recommendations for improvement.

EDUCATION and/or EXPERIENCE:
Essential:
A Bachelor’s Degree in Business, Logistics, Technology, Management, or a related curriculum field with a minimum of five (5) years of experience in military support operations, or
An Associate Degree in Business, Logistics, Technology, Management, or a related curriculum field with a minimum of eight (8) years of experience in military support operations, or
A high school diploma or equivalent with a minimum of twenty (20) years of experience in military support operations, including ten (10) years of leadership/staff management experience.
Must be proficient in the use of Microsoft Office programs, including Word, Excel, Outlook and Power Point, and Adobe Acrobat. A valid driver’s license is required.

This position is eligible for telecommuting. Compliance with TLC Policy 129, Telecommuting Policy, is required to maintain this benefit. Online and available work hours are between 8:00 am and 5:00 pm daily, with an hour for lunch. Time out of office must be noted on the company calendar.
This position require travel up to 40% of the time.
EXPECTATIONS:
The ELROM provides support for the achievement of Operations, Safety, and Employee Labor Relations goals, and meets or exceeds deadlines and/or timelines associated with assigned duties and responsibilities.
- Resolve grievances within CBA timelines.
- Complete investigations within 30 days or less.
- Maintain or improve employee engagement scores.
- Conduct twice annual employee satisfaction surveys by contract location utilizing Survey Monkey.
MEASUREMENTS:
- Achieve 98% completion of mandatory safety training.
- Meet 100% Annual Review rate for Operations/ELR Approved Suppliers (based on re-evaluation cycle).
- Meet 100% Annual Review rate for Operations/ELR Controlled Documents (based on re-evaluation cycle).
BACKGROUND INVESTIGATIONS:
All employees are required to undergo an initial background investigation as a condition of employment. Additionally, employees may be subject to subsequent background investigations if circumstances warrant, such as the emergence of a need, an issue, or probable cause.
Employees assigned to work on federal installations or projects must also comply with government-mandated background investigations, which are conducted independently of the company's investigations.
