SUMMARY:
The Army Transportation Personal Property Freight will plan itinerary and schedule travel accommodations for military and civilian personnel with dependents, to include household goods and freight shipments, according to travel orders using knowledge of routes, types of carriers, and travel regulations
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Assist customers with the shipment of Household Goods (HHG).
- Prepares shipments, coordinates with carriers and conducts site visits. Tasks include passenger travel mission, having authority on travel matters, including the furnishing of advice and information to travelers, administrative officials and others, reconciliation of the travel account CBA.
- Has responsibility as the principal liaison with all elements, carriers, and facilities.
- Assists customers with shipment of small packages and freight.
- Performs clerical and physical tasks in connection with shipping goods and receiving incoming shipments.
- Provide reports and statistical data of all transportation activities.
- Submit monthly traffic activity reports.
- Process Incentive Payments and Reimbursements.
- Route and award personal property shipments for pick up.
- Process request for extension of travel and transportation entitlements.
- Process and/or create inbound shipment record when documents are received.
- Monitor and review shipments.
- Process changes in destination Requests.

- Maintain a calendar year record of shipments and tonnage ordered for each DPM Containerization & Local Drayage Contract line item.
- Arrange for the physical or administrative movement of personal property shipments into/out of Non-Temporary Storage (NTS).
- Verify charges and process invoices.
- Monitor Non-Temporary Storage (NTS) Lots Expirations.
- Process Individual/Family passenger movement requests.
- Process overseas travel requests.
- Prepare port call request.
- Manage the travel request mailbox to initiate and process government-related travel arrangements, travel orders, and prepare vouchers within government travel systems.
- Communicate verbally and in writing with staff in the division and outsiders as necessary as relates to travel processing.
- Answer telephones respond to e-mail inquiries, coordinate visitor travel, provide information, and stay in direct communication with travel preparers, coordinators and government approving officials.
- Prepare, review and update administrative documentation: Type correspondence, including letters, memos, reports and statements as needed to respond to routine requests for information related to government travel functions.
- Prepare, review, and update administrative documentation: Review the current documents together with other pertinent documents and revise or update the documentation to reflect the status of travel actions.
- Prepare and route for approval all announcements for all travel-related meetings and conferences. Create and maintain a detailed filing and tracking system that records status of travel approvals throughout the government approval process.
- Input documents for tracking throughout a government office for action, information or signature as required.
- Advise approving officials and other Government officials of irregularities in division travel or incidents that might disrupt planned or active travel.

- This position supports the DOD on a federal installation and the candidate must be available to work at the assigned physical location during business hours.

EDUCATION and/or EXPERIENCE:
Essential:
- High school diploma/GED or equivalent.
- Three (3) years of experience in traffic management or aerial port organization as a Army Transportation Personal Property Freight Counselor, preferred.
- Extensive knowledge on Joint Travel Regulation (JTR) and Army Personal Property requirements.
- Knowledge of Defense Personal Property System (DPS) and Electronic Transportation Operational Personal Property Standard System (eTOPS).
- Knowledge of Cargo Movement Operations Systems (CMOS).
- Excellent interpersonal and communication skills.
- Ability to follow oral and written directions.

PHYSICAL DEMANDS:
Essential and marginal functions require maintaining physical condition necessary for: bending, stooping, sitting, walking, or standing for prolonged periods of time, operating through extended periods of high stress. The employee must occasionally lift and/or move up to 25 pounds. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; and the manual dexterity to operate a cell phone, handheld radio, telephone, and keyboard.
WORK ENVIRONMENT/HOURS:
This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The noise level in the work environment is usually moderate. Routinely work 8 hours per day but will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required. Must be able to work in fast paced, multi-task environment.
